About The Position

Crowned Grace International is recruiting a Management Consultant for the United States Coast Guard (USCG) Personnel Service Center (PSC) to manage high-complexity projects, conduct detailed research and analysis, and ensure the quality and compliance of deliverables. The Management Consultant will provide expert guidance and support to the United States Coast Guard (USCG) Personnel Service Center (PSC) to manage and improve organizational processes, strategic initiatives, and performance management. This role requires advanced project management, change management, and strategic planning expertise to ensure the successful execution of high-priority initiatives. The Management Consultant will work closely with PSC stakeholders and report to the COR.

Requirements

  • Bachelor's degree in Engineering, Business, or a related field.
  • PMP certification or DHS mid-level PM (or equivalent).
  • Minimum of 7 years of relevant experience, or 5 years with a Master's degree or higher.
  • Relevant experience includes program and project management, meeting facilitation, strategic communications, and organizational change management.
  • Proficient in Microsoft Windows, including Microsoft Office Suite, Microsoft Project, Microsoft Access, Python, Office365, and SharePoint.
  • Ability to learn and utilize USCG-specific program management tools.
  • Strong communication skills, with the ability to read, write, speak, and understand English.
  • Availability to respond to technical issues within four (4) hours of notification during business hours (7:30 AM - 5:00 PM ET, Monday through Friday).

Responsibilities

  • Change Management: Select and apply change-management strategies, tactics, and communication methods to promote timely adoption of new policies, systems, and procedures.
  • Design and implement a comprehensive change-management communications program to raise awareness, secure stakeholder commitment, and maintain
  • Strategic Planning and Project Management: Develop integrated master schedules (IMS) to map task sequencing, dependencies, priorities, and milestones.
  • Maintain IMS and related artifacts to reflect current status, risks, and resource requirements.
  • Provide regular updates to Government stakeholders on project progress.
  • Draft and refine project charters, define scope, objectives, and deliverables, and secure stakeholder concurrence.
  • Process Improvement: Identify and tailor process-improvement methodologies to achieve project objectives.
  • Produce implementation plans defining milestones, resource requirements, and decision points.
  • Maintain integrated schedules, status dashboards, and risk/issue logs.
  • Recommend corrective actions to keep projects on schedule, within scope, and on budget.
  • Performance Management: Develop and maintain a performance management identification and selection process to assist in organizational analysis.
  • Support the development of a project pipeline aligned with strategic priorities.
  • Track, integrate, and oversee high-priority performance management and core business projects to improve operational effectiveness and efficiency.
  • Knowledge Sharing: Assisting in collecting and disseminating best practices and lessons learned to encourage project replication and collaboration.
  • Promote the application of similar process improvement opportunities across the enterprise.
