About The Position

The Program Analyst will support the Director and senior leadership of the Sciences and Exploration Directorate (SED) by managing personnel-related functions, including workforce development, administrative policy, and strategic planning. This role involves advising on workforce strategy, coordinating hiring processes, and managing training and awards programs, all while fostering a culture of diversity and inclusion within the organization.

Requirements

• One year of specialized experience equivalent to the GS-12 level in workforce planning and personnel program areas.
• Experience in monitoring administrative practices to ensure consistency across the directorate.
• Ability to apply workforce and performance management analytical methods to recommend solutions.

Responsibilities

• Serve as the primary point of contact for senior leadership and employees regarding workforce strategy, personnel, succession planning, career development, and awards.
• Participate in strategic planning, analyzing requirements based on organizational priorities and programmatic needs.
• Coordinate the strategic hiring of employees, interns, and post-docs, including recruitment and retention strategies.
• Lead a team of Administrative Officers to develop guidance and ensure proper coordination of administrative actions.
• Manage the awards and training program and budget for the Directorate, advising supervisors and maintaining records.
• Monitor the impact of new programs and legislative changes on existing programs and resources, presenting findings through reports and presentations.
• Foster a culture of engagement, diversity, inclusiveness, excellence, and innovation.
