Administration of Human Resource Programs

This position is located in the Office of Deputy Secretary Performance Improvement Office located in Washington, DC. The Performance Improvement Office was established to analyze and advise management on the evaluation of the effectiveness of programs and operations, the productivity and efficiency of management and to provide direction in internal and external communications.

  • Serving as the technical expert on performance management, translating data and findings to actionable information, and communicating independent and evidence-based conclusions and recommendations to leadership that inform policy, strategies, and new initiatives.
  • Addressing core principles and capacity development related to OMB Circular A-11, Part 6; The Foundations for Evidence-based Policymaking Act of 2018 (Evidence Act); Government Performance Results Act Modernization Act of 2010 (GPRAMA); and the Program Management Improvement Accountability Act (PMIAA).
  • Managing administrative functional matters that facilitate the execution of programs under the Performance Improvement Office.
  • Planning and scheduling staff actions, meetings, events, and other functions of the PIO Director and Deputy Director.
  • Directing and developing procedures and systems for collecting objective and supplemental data sources that will be used for the quarterly Strategic Planning Progress Review (SPPR) cycle and deliberations.
  • Working with colleagues and contacts in various content-providing offices, such as FSA, OGC, OCFO, OCIO, OCR, CAM, OSDBU, and the grant-making organizations.
  • Creating comparative analyses that depict the impacts, results, and alignments that pertain to each or any of the POCs.
  • Conducting analyses and developing materials based on them for use in the SPPR meetings.
  • Evaluating and advising on organization, methods, and procedures. Analyzing management information requirements.
  • Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives.
  • Developing procedures and systems for assessing the effectiveness of programs/management processes.
  • Must be a US Citizen.
  • You may be subject to serve a one-year probationary period.

  • Experience developing, analyzing and evaluating new or modified program/management policies for assessing the effectiveness of programs/management processes.
  • Experience providing consultation and recommendations to senior leadership and program officials on interpreting regulations and guidelines.
  • Experience monitoring, interpreting findings, and drafting possible courses of action to support the strategic planning development, performance data collection, and/or data management.
