This position is in the Internal Services Department but supports the Department of Community Services and reports to the Contract Administrator. Under general supervision, the Management Analyst Senior is responsible for performing the contracting and procurement activities for the department in compliance with local, state and federal regulations. The person in this position will prepare, edit, and evaluate complex contracts, contract amendments, and formal procurement documents for review by the county's Prosecuting Attorney and approval of the County Manager, exercising considerable independent judgment. Using strong interpersonal communication skills and additional analytical skills, the incumbent will develop and maintain positive relationships with colleagues, Management Team, partners and customers with a strong focus on customer service. Qualifications Education and Experience: Bachelor's degree or higher in Business Administration or a related field and a minimum of three years of substantial and responsible experience in the area of public sector procurement and contracting . The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts may be required at the time of hire. Experience in publicly funded social services or a managed care setting is preferred. All combinations of education, experience, and training that demonstrate the ability to perform the work will be considered. The ideal candidate will bring strong contracting and procurement skills to a professional mission-based organization and possess the following strengths: • Experience working with government contracting and procurement • Experience conducting formal solicitations in a government setting (bids and RFPs) • Experience responding to Public Documents Requests • Experience with HIPAA compliance, writing department level policies and drafting contacts • Proven negotiation, contracting, and project management skills with the ability to lead, guide, direct, and prioritize required activities • Strong data analysis and organizational skills • Strong attention to detail • Strong written and oral communication skills • Strong problem-solving skills • Ability to work independently and show initiative • Ability to manage multiple projects concurrently • Strong collaboration, cooperation, and teamwork skills • Proficient in the use of Excel, Word, PowerPoint, and Adobe • Knowledge and/or working with human service programs and non-profits • Knowledge and experience working with working with vulnerable populations and by/for organizations • Knowledge and Experience working with procurement initiatives related to culturally specific or grass roots organizations • Interpret and advise on relevant rules, regulations and laws pertaining to department services. Knowledge of: Government procurement and contracting requirements, general contract law, federal and state procurement statutes, contract management software systems, e-procurement software systems, federal and state grant and program regulations including HIPAA, 2 CFR Part 200 procurement standards sections, government contracting strategies, processes, systems, tools, and best practices.
