About The Position

The Management Analyst II shall provide executive-level administrative, analytical, and operational support to the Office of the Executive Director, Bureau of Diplomatic Security (DS/EX). This position supports senior leadership by facilitating coordination, providing analysis, and assisting with the execution of administrative and program functions. The Management Analyst II operates in a high-visibility environment and provides support across multiple functional areas while ensuring alignment with established policies, procedures, and leadership direction.

Requirements

  • 10 years of experience with office administration and executive support or equivalent work experience
  • Possess a bachelor’s degree. One year of relevant experience and/or relevant coursework can be substituted for each year of required education. Professional certifications such as CGFM, CSA, or PMP are appropriate for some positions and can also substitute for a year of experience.
  • Knowledge of and skill in applying analytical and evaluate techniques in order to plan, schedule and conduct studies and analyses of management functions or programs.
  • Ability to learn and apply information about substantive programs, goals, pertinent laws, and policies in order to analyze and assemble information; and knowledge of management and organizational techniques, systems and procedures to perform analytical studies.
  • Must be proactive, tactful, highly organized, and be able to interact with individuals at all levels.
  • Must possess excellent command of the English language and excellent writing skills.
  • Be able to handle multiple tasks simultaneously in a fast-paced environment, to meet deadlines, and to handle high pressure situations.
  • Be an expert in the use of MS Office Suite software (Word, PowerPoint, Excel, SharePoint) and basic desktop publishing.
  • Expert knowledge of general office management policies, practices and procedures.
  • Experience working with databases.
  • Ability to work independently as well as a member of a team.
  • Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.

Responsibilities

  • Provide administrative and operational support to the Executive Director and front office staff.
  • Analyze administrative processes and provide recommendations to improve efficiency and effectiveness.
  • Review correspondence, reports, and briefing materials for accuracy, completeness, and compliance with established guidance.
  • Assist in coordinating executive taskings and track status to ensure timely completion.
  • Prepare and format briefing materials, reports, and correspondence for leadership review.
  • Compile and summarize information to support leadership awareness and decision-making.
  • Support the implementation and execution of administrative policies and procedures.
  • Analyze program data and administrative processes using qualitative and quantitative methods.
  • Coordinate taskings and clearance actions with DS offices and stakeholders.
  • Track and assist with responses to Office of Inspector General (OIG) inquiries and other requests.
  • Compile recurring and ad hoc reports (monthly, quarterly, annual) using available data sources.
  • Review policies and directives and provide feedback or recommendations regarding potential impacts to operations.
  • Manage and maintain executive and staff calendars, including scheduling meetings and coordinating logistics.
  • Coordinate meetings, conferences, and events, including room reservations and communication with participants.
  • Maintain administrative tracking systems, filing systems, and workflow processes.
  • Maintain standard operating procedures (SOPs) and update documentation as directed.
  • Assist with office resource tracking, including supplies, equipment, and space coordination.
  • Maintain records in accordance with established records management policies and schedules.
  • Coordinate FOIA and Privacy Act requests as assigned.
  • Support time and attendance processing and personnel tracking activities.
  • Assist with onboarding and offboarding administrative requirements.
  • Coordinate travel arrangements, including authorizations, vouchers, and supporting documentation.
  • Maintain and update databases, spreadsheets, and tracking tools.
  • Provide guidance to staff on administrative procedures and systems based on established policies.
  • Support SharePoint and other systems used for document and information management.
  • Serve as a coordination point between the Executive Director’s office and internal/external stakeholders.
  • Facilitate communication and information sharing across DS offices and partner organizations.
  • Track and follow up on taskings and action items to ensure completion.
  • Participate in meetings and provide summaries or notes as requested.
  • Support security processes in accordance with established policies and procedures.
  • Assist with visitor control and escort requirements.
  • Ensure proper handling, storage, and disposition of classified materials as directed.
  • Support duties associated with Unit Security Officer or Assistant Special Security Representative roles, as assigned.
