About The Position

This position supervises, assigns, reviews, and participates in the work of staff responsible for providing urban forestry management of city trees, including analyzing, planning, and coordinating forestry needs according to city policies and goals. The Parks Urban Forester also oversees crews in the planning, care, installation, and maintenance of city parks and their facilities. Receives directions from the Parks, Cemetery, & Trails Director. Exercises functional and technical supervision over parks maintenance/forestry staff.

Requirements

At least four years of increasingly responsible experience in forestry management activities.
Equivalent to a bachelor's degree in forestry management, park management or a related field.
In the absence of a bachelor's degree in forestry management or related field, possessing a current ISA Arborist certification combined with work experience may be acceptable to fulfill education requirements.
Possession of, or ability to obtain, an appropriate, valid Class A CDL driver's license within 150 days of hire.
Employees will be required to complete NIMS IS100, IS200, ICS300, IS700, IS800, IS701, IS703, and IS775 within two years of hire.
Knowledge of an urban forestry management program's operations, services, and activities.
Knowledge of the principles of supervision, training, and performance evaluation.
Knowledge of the materials, methods, practices, and equipment used in urban forestry and park management.
Knowledge of the methods, materials, tools, and techniques used in park grounds maintenance.
Knowledge of the principles of lead supervision and training.
Knowledge of modern and complex principles and practices of tree maintenance, including trimming various trees.
Knowledge of tree maintenance, removal, and planting methods and techniques.
Knowledge of the operational characteristics of tree maintenance equipment and tools used.
Knowledge of the occupational hazards and standard safety practices necessary around work assigned.
Knowledge of federal, state, and local laws, codes, and regulations.
Knowledge of modern office equipment and programs.
Skill in supervising, organizing, and reviewing the work of lower-level staff.
Skill in selecting, supervising, training, and evaluating staff.

Nice To Haves

Possession of current ISA Arborist certification or the ability to obtain within one year of hire is preferred.

Responsibilities

Plan, prioritize, assign, supervise, and review the work of staff responsible for urban forestry and park management of city trees & landscapes including analyzing, planning, and coordinating forestry and park needs according to city policies and goals.
Recommend and assist in implementing goals and objectives; implement approved policies and procedures.
Establish schedules and methods for providing urban forestry and park management services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Participate in selecting urban forestry and park staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Participate in preparing and administering the urban forestry management plan and budget; submit budget recommendations; monitor expenditures.
Prepare analytical and statistical reports on operations and activities.
Assist with technical grant writing and data collection; prepare grant funding applications.
Supervise and participate in urban forestry management of city trees, including analyzing, planning, and coordinating forestry needs according to city policies and goals.
Supervise and participate in park management of city facilities and landscapes, including analyzing, planning, and coordinating needs according to city policies and goals.
Oversee parks and street tree maintenance services within the Parks and Cemetery Division, including tree pruning, removal, planting, watering, and clearing fallen trees from the public rights of way, paths, and walkways.
Oversee parks maintenance services within the Parks and Cemetery Division, including maintenance, installation, planning, pruning, planting, and watering of parks, pathways, islands and city facilities including City rights of way (ROW).
Provide forest management planning and design services; analyze and develop strategies for eradicating insects and disease from trees.
Participate in public awareness programs related to forestry and park management, including public lectures, shows, and hearings; issue a variety of permits to the public.
Prepare various reports on operations and activities.
Recommend and assist in implementing goals and objectives; establish schedules and methods for providing forestry management services; implement policies and procedures.
Respond to hazardous and emergency situations, including tree removal from windstorms and snow damage; ensure roadway clearance.
Participate in park grounds development, including parkways and related open spaces.
Supervise the use and operation of various equipment, including bucket trucks, chippers, backhoes, chippers, and chain saws.
Oversee and review the work of staff responsible for providing tree and park maintenance services.
Train assigned employees in their areas of work in proper tree trimming methods, techniques, and in the set up and use of equipment.
Ability to work effectively at heights greater than sixty feet.
Ensure the adherence to safe work practices and procedures.
Respond to public inquiries courteously; provide information within the area of assignment; resolve complaints efficiently and promptly.
Perform special projects as assigned.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of arboriculture, urban forestry, and park maintenance.
Conduct and prepare tree risk assessment and tree appraisal documentation when needed.
Participate in safety and risk management activities; take action to reduce liability to the city.
Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with employees who are supervisors; employees are required to communicate in person during office hours; and employees are required to use on-site equipment.
Perform other related duties as required/assigned.
