About The Position

Under the direction of the Director of Fleet Maintenance, the Maintenance Manager administers the day-to-day operations of the Transit Management of Alexandria (DASH)’s Maintenance department. This role is integral to ensuring ATC vehicles operate safely and efficiently while establishing and maintaining positive employee labor relations. A key focus of this job is fostering employee engagement and recognition, talent development, coaching, administering discipline, resolving employee grievances, and ensuring that maintenance personnel stay current on training initiatives. The Maintenance Manager is a critical partner in recruiting, staffing and the retention of maintenance personnel. This role is integral to ensuring ATC vehicles operate safely and efficiently while establishing and maintaining positive employee labor relations. The Maintenance Manager is a critical partner in recruiting, staffing and the retention of maintenance personnel. The Maintenance Manager supports the Director of Fleet Maintenance, supervises Maintenance Shop Supervisors, and offers direction and guidance to all departmental staff. Overall, this position ensures that DASH maintains the highest quality of service and satisfactory customer experience by maintaining the ATC fleet.

Requirements

  • High School diploma or GED required.
  • Minimum of five (5) years of experience in transit maintenance services, facility maintenance services, and general vehicle maintenance or related required.
  • Minimum of two (2) years of progressive supervisory and management experience in a transit, automotive, fleet, or similar maintenance environment required.
  • Diesel experience required.
  • Must possess or be able to acquire within 60 days of hire a Virginia, Maryland, or District of Columbia Class A or B Commercial Driver’s License with Passenger and Air-Brake endorsement.
  • Successful completion of the following TSI courses is required within eighteen (18) months of employment: Bus System Safety, Transit Industrial Safety Management, SMS Awareness, SMS Safety Assurance, and SMS Principles for Transit.
  • Reasonable Suspicion and Post-Accident Testing training compliant with USDOT regulations is required within one year of employment.
  • Acceptable criminal history record check upon hire and must be maintained throughout employment.
  • Negative pre-employment drug screen results upon hire and as required by the U.S. Department of Transportation (DOT) regulations and TMA policy, throughout entirety of employment.
  • Technical Skills: Proficient in fixed transit vehicle operations, services, and technology. Thorough understanding of Diesel and Gasoline equipment repair procedures. Familiar with general transit industry best practices and trends. Proficient in fleet maintenance and service tracking software (Fleetio, Track, etc.). Comfortable with troubleshooting software related to fleet maintenance. Proficient with computers, hardware, and Microsoft Office Suite (Outlook, Word, PowerPoint, Excel, Teams).
  • Administrative Skills: Basic understanding of finance management and budgeting. Strong knowledge of payroll, timekeeping systems, and employment regulations. Proficient with general office equipment (printers, copiers, phones).
  • Management and Communication Skills: Ability to interpret and enforce company policies, procedures, and CBA. Strong data analysis and communication skills. Ability to develop and deliver training programs. Ability to prioritize tasks, make independent decisions, and manage deadlines. Excellent written and verbal communication skills, including providing guidance and instruction. Ability to build and maintain positive relationships with colleagues and external stakeholders. Ability to work effectively with diverse personalities and backgrounds.
  • Emotional, Psychological and Physical Requirements: Ability to manage emergency situations and counsel employees through difficult conversations. Ability to interact effectively with the public, community, and various internal/external stakeholders.
  • Physically: Ability to perform extended sitting, standing, walking, bending, twisting, and turning throughout the workday. Ability to lift light objects (under 50 lbs.) occasionally. Ability to attend meetings and move around the facility and grounds.

  • Experience working in a Union environment preferred.
  • Knowledge and experience with fixed route transit operations preferred.
  • Working knowledge of DOT, FTA, and FMCSA policies and regulations preferred.
  • Relevant certification or training in maintenance, fleet operations, or related programs a plus.
  • ASE certifications strongly preferred.
  • Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree or higher may be considered in lieu of advanced education requirements.

Responsibilities

  • Oversees the day-to-day operations for the TMA maintenance department ensuring maintenance and fleet operations moves safely and efficiently.
  • Regularly communicates maintenance operational status and service issues to the Director of Fleet Maintenance.
  • Supervises Maintenance Shop Supervisors, administers and tracks employee training and development, engagement, retention, performance, feedback, discipline, course correction, and ensures effective and productive labor relations.
  • Ensures compliance with Company policies and procedures, employee handbook, and Collective Bargaining Agreement (CBA); conducts investigations and handles grievances and progressive discipline in accordance with Company policy, procedures, and CBA.
  • Monitors and oversees that vehicles are available for service needs, work orders and repairs are being completed, and that vehicle records are being maintained.
  • Reports to and coordinates with Director to address related issues.
  • Leads in the response and communication of departmental incidents, accidents, and emergencies.
  • Reports incidents, accidents, and emergencies, as necessary, to the Deputy Director and/or Director.
  • Ensures maintenance personnel stays aligned with departmental short and long-term goals.
  • Manages and assesses the daily progression of established maintenance fleet programs while ensuring safety of maintenance personnel and vehicle performance.
  • Administers performance reviews, evaluations, goal settings and development, and regularly provides constructive feedback and guidance as needed.
  • Tracks, prepares, and verifies accuracy of maintenance personnel payroll data including timesheets, schedules, leave, time off, hours worked, overtime, and employee reimbursements.
  • Effectively communicates and addresses changes and discrepancies with Payroll and Human Resources.
  • Ensures the proper documentation and retention of performance records for maintenance personnel including attendance, training, discipline, evaluations, and commendations records.
  • In collaboration with Human Resources, assists in the effective and efficient recruitment and selection efforts of maintenance personnel.
  • Leads the onboarding, orientation, and training of department new hires.
  • Manages, tracks, and records maintenance personnel work schedules to ensure all shifts maintain adequate coverage levels; administers the quarterly incentives, and annual awards program.
  • Manages, tracks, and reports attendance such as extended leave, worker’s compensation, medical, unpaid leave requests, etc. to Human Resources and Payroll.
  • Continuously monitors, addresses, and reports staffing levels as they relate to service and attendance.
  • Prepares written communication regarding maintenance status and updates via email, memorandums, text messages, and other general correspondence methods as needed.
  • Ensures the compliance and application of all state, federal and local laws, rules, and regulations including OSHA, DOL, EEO, DOT, FTA and FMSCA, etc.
  • Evaluates current practices and processes to ensure all aspects of the maintenance department operations comply with TMA company policies and procedures; works with the Director of Fleet Maintenance to propose changes for a more effective and efficient operation.
  • Assists in the development and implementation of standard operating procedures (SOP), training and development guides, and maintenance manuals as needed.
  • Helps collect and maintain the integrity of key performance indicators (KPIs) data for the maintenance department, such as maintenance performance statistics, attendance, overtime, safety related events, etc. as required by the department.
  • Assists the Director of Fleet Maintenance in developing and tracking department budget, capital requirements, and workforce levels.
  • Oversees daily response to major service disruptions and events involving vehicle mechanical failures such as vehicle breakdowns and collisions, ensures rapid and efficient responses.
  • Coordinates regular refresher training needs in conjunction with the Safety & Security and Training Departments.
