About The Position

Oversees the inspections program within the Road & Bridge Division and supervises the Maintenance Inspectors. Performs a variety of technical, administrative, and supervisory duties to achieve program objectives.

Requirements

  • Knowledge of State and County construction standards and construction specifications related to roadway construction and maintenance and County rights-of-ways.
  • Knowledge of the rules and regulations within the Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge of effective supervisory principles and practices.
  • Ability to read, interpret, and evaluate blueprints or plans and profile sheets relating to construction and repair.
  • Ability to perform engineering evaluation of work with limited review by other professional engineers.
  • Ability to operate tools and equipment associated with road inspections.
  • Ability to operate standard office equipment and a variety of computer systems and applications.
  • Ability to direct and coordinate the work of technical and support staff.
  • Ability to communicate effectively, both orally and in writing.
  • High School Diploma or GED equivalent
  • At least six (6) years of relevant work experience in the public works construction field.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Responsibilities

  • Supervises the maintenance inspections team through a collaborative, team-based approach.
  • Performs the full range of supervisory duties, including recruiting, hiring, training and development, coaching and mentoring, conflict resolution, assigning and reviewing work, employee recognition, and performance management.
  • Develops, monitors, and determines staff workload responsibilities and resource allocation.
  • Provides leadership and support in implementing change initiatives that are initiated at the Division, Department, or County level.
  • Ensures the flow of key communication to staff members from sources such as Quarterly Communication Meetings, Department Staff Meetings, etc.
  • Collaborates with Infrastructure Manager to establish annual priorities, goals, and objectives for the inspections program.
  • Ensures policies and procedures are being adhered to, identifies gaps, and makes recommendations for changes.
  • Tracks and reviews data in support of performance measures. Makes recommendations on new performance measures that would benefit the operations.
  • Provides input on budgetary matters related to the inspections program as requested/needed.
  • Identifies and makes recommendations for areas of improvement in the inspections program, Road and Bridge Division, or overall in the Department.
  • Actively participates in a variety of meetings with Department and County colleagues, customers, colleagues in other jurisdictions, and with elected officials.
  • Develops estimates for maintenance projects such as concrete replacements, street surface seals, and pavement overlays.
  • Creates project specific specifications.
  • Defines and documents standard procedures for all routine activities of the Inspection group; reviews and revises these procedures as required.
  • Proactively identifies and coordinates needed technical training/briefings for staff and external partners.
  • Performs the full range of Inspector duties as needed.
