The Mailroom Manager shall operate and manage Pension Benefit Guaranty Corporation (PBGC) mail services to ensure secure handling, accurate routing, timely processing, financial accountability, and full chain of custody for all incoming and outgoing items. The employee is responsible for maintaining effective internal controls, safeguarding accountable materials, supporting authorized mail users, and providing documentation sufficient to demonstrate transparency, traceability, and audit readiness. Performance includes coordination with PBGC personnel, application of established procedures, and proactive identification of issues that may affect timeliness, compliance, cost, or mission delivery.

Requirements

  • High school diploma or GED equivalent required
  • 1+ years of experience performing mailroom, facilities, logistics, or administrative operations in a regulated, secure, or high‑accountability environment, to include:
  • Demonstrated experience handling incoming and outgoing mail and packages, including accurate logging, tracking, and documentation.
  • Experience following written procedures and standard operating instructions, with the ability to document actions accurately and correct errors promptly.
  • Experience using tracking systems, logs, or electronic records to support audit‑ready documentation and reporting.
  • Public Trust clearance and willingness and ability to comply with PBGC fitness determination requirements, background checks, and all applicable security and training requirements.
  • Completion of United States Postal Service (USPS) mail center security and suspicious mail handling online training identified by PBGC prior to working independently in the mailroom along with any other training PBGC to gain access to PBGC data or information systems is required prior to start.

Responsibilities

  • Mail Intake and Photography: Receive, photograph, and log mail same day with audit‑ready accuracy.
  • USPS Mailbox Retrieval: Check USPS mailbox daily and route mail into intake and security processes.
  • Mail Distribution and Department Notification: Stage, deliver, notify departments, and secure or escalate unclaimed mail.
  • Personal Deliveries: Refuse personal deliveries and report repeated misuse.
  • Accountable Mail: Track accountable mail and maintain continuous chain of custody.
  • Funds and Negotiable Instruments: Securely process funds‑related mail and report discrepancies immediately.
  • Undeliverable or Unclear Reporting: Resolve misaddressed mail, document routing, and track to closure.
  • Returned Mail Timeliness and Custody Transfer: Secure and transfer returned mail promptly; escalate delays.
  • Outgoing Shipments and Carrier Processing: Log and process outgoing shipments per approved procedures.
  • Postage Optimization and Cost Efficiency:Recommend cost‑effective mailing and shipping practices.
  • Real‑Time Application: Select economical shipping methods that meet security and timing needs.
  • Monthly Monitoring: Prepare monthly mailing and shipping summaries.
  • Quarterly Optimization Advisory: Provide quarterly efficiency and cost‑reduction recommendations.
  • Annual Strategic Assessment: Support annual trend analysis and cost‑containment planning.
  • Immediate Notification and Escalation Triggers: Notify the COR of issues impacting cost, compliance, or security.
  • Mail Volume and Trend Reporting: Analyze mail data and report trends and anomalies.
  • Reporting and Documentation: Maintain accurate, auditable records.
  • Postage Meter Accountability: Verify postage balances daily and report discrepancies.
  • Security and Safeguarding: Secure all mail and funds and document security incidents.
  • Suspicious Mail: Identify, secure, and report suspicious items.
  • Policy and SOP Governance: Review procedures annually and recommend updates.
  • Audit and Compliance Support: Conduct self‑reviews and support audits.
  • Other duties as assigned
