About The Position

This Land Rehabilitation and Maintenance (LRAM) Heavy Equipment Operator (HEO) Supervisor position works at the Pōhakuloa Training Area (PTA) on the Island of Hawaii with Colorado State University and the Center for Environmental Management of Military Lands. The HEO Supervisor will oversee soil stabilization, vegetation management, and training area access improvement activities for Range Division Hawaii at PTA in support of the Army’s Integrated Training Area Management (ITAM) Program. This position will operate and oversee the operation of heavy equipment such as 10 to 35 ton dump trucks, dozers, motor graders, front-end loaders, vibratory compactors, skid-steers, water/glue trucks, and backhoes for the purpose of completing LRAM projects. Primary functions are soil stabilization and vegetation management on Army lands. The HEO Supervisor will provide daily supervisory oversight for subordinate CSU/CEMML LRAM HEO employees at PTA. Work will be performed at PTA on the Island of Hawaii and there may be the potential for paid travel to other locations in Hawaii. Work location is dependent on the needs of the partner/project/role and requires staff to be fully in-person with no remote potential. The Pōhakuloa Training Area (PTA) is a 133,000-acre U.S. Army joint/combined arms training facility on Hawaii Island, located on a high-elevation plateau (approx. 6,200 ft) between Mauna Loa, Mauna Kea, and Hualālai.

Requirements

High school Diploma, General Education Development (GED), or equivalent.
At least 5 years’ professional experience in land management operating heavy equipment.
Have a valid and current Commercial Driver’s license Class A with tanker endorsement
Experience running and maintaining heavy equipment such as: 10 to 35 ton dump trucks; dozers; Motor graders; Front-end loaders; Skid-steers; Vibratory rollers; Backhoes Water/Glue trucks
2+ years’ experience supervising field crews.
Experience documenting and maintaining detailed records and creating electronic reports using the Microsoft Office suite of products.
Experience properly loading, securing, and transporting all heavy equipment with a range of trailers on both paved and dirt roads.
Experience performing operational, routine, and operator maintenance and inspections on all equipment to maintain operational readiness/safety and to keep machinery, equipment, and tools in good working condition.
Experience following directions, working collectively with others as a team, and maintaining safe working standards.
Written and oral English communication skills
Ability to work in-person at PTA on the Island of Hawaii. Remote work is not available with this position.
Pre-employment Criminal Background Check (required for new hires)
Must have and maintain a valid driver’s license throughout the course of employment.
Must be able to comply with all applicable regulations to obtain and maintain an installation base and/or Department of Defense Common Access Card (CAC) and public trust clearance; required at a minimum to complete a NACI/SF85 and successfully pass a federal background check. Installation access must be obtained and maintained without restriction for continued employment.
Legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Ability to work outdoors and perform strenuous labor under all weather conditions (e.g., heat and humidity).
Able to lift 40 pounds repeatedly, without assistance.

Nice To Haves

Experience facilitating: Soil Stabilization, Land clearing, Site Preparation, Work Site Re vegetation
Experience with land rehabilitation, horizontal construction techniques, and erosion control practices specific to State and/or EPA approved Best Management Practices (BMPs) required to achieve compliance with the Clean Water Act (CWA)
Experience working with the Department of the Army or other federal land-management agencies
Experience working on military lands, specifically in the Integrated Training Area Management (ITAM) program.
Experience working in a highly structured organization and knowledge of DoD instructions, directives, guidance, and processes.
Experience with Pesticide/herbicide application experience and experience in invasive species management.

Responsibilities

Heavy equipment operation Execute Day-to-Day Heavy Equipment Operation Tasks to complete LRAM projects
Equipment operated includes but is not limited to: 10-to-35-ton dump trucks, dozers, motor graders, front-end loaders, vibratory compactors, skid-steers, water/glue trucks, and backhoes. Primary functions of equipment operation are soil stabilization and vegetation management.
Conclusions will need to be reached on what type of equipment is most appropriate for the job, how best to deploy the equipment to the job site, how best to secure equipment for transport, and what equipment maintenance requirements need to be met.
Treatment applications primarily assigned to Heavy Equipment Operators include, but are not limited to: Performing Dust Suppression Methods; Aggregate Application; Ripping/Grading/Shaping; Material Compaction; Creating and/or Maintaining Turnouts and Diversion Ditches along trails; Ditch Line Establishment/Maintenance; Crowning Trails ; Applying Fill Dirt
Equipment maintenance and upkeep Perform operational maintenance and inspections on equipment for operational readiness/safety and make minor adjustments as needed, such as checking and replenishing fluids to proper levels, examining and changing filters, changing/sharpening blades, changing/replacing batteries, lubricating equipment, and making necessary adjustments.
Perform routine maintenance tasks necessary to keep machinery, equipment, and tools in good working condition, such as changing tires, inspecting, greasing, and cleaning equipment, maintaining fluid levels, changing blades, calibrating equipment and performing other related tasks.
Supervision Supervise employees. Manages, plans, and coordinates the daily activities of subordinate personnel.
Provide crew training to assure accuracy of task performance and safely work in a dangerous/difficult environment. Ensures work is performed as outlined and remains on track through completion.
Reporting Detail-oriented tracking of materials, equipment, progress, and labor for preparation of daily/weekly/monthly reports used to communicate to supervisor and onsite government representative.
Other duties and assignments as necessary to fulfill the mission and sub-missions of the ITAM program and US Army as approved by the Installation Point of Contact.
