Logistics Support Analysis (LSA) delivers a foundation for the Integrated Product Support (IPS) program by analyzing the system design and documenting source data to support the development and the delivery of the vehicle's system product support packages such as maintenance task lists, training support, technical publications, and initial provisioning package. PowerLOG-J2 shall serve as the Joint Light Tactical Vehicle (JLTV) IPS programs logistics data management tool. It shall be used to develop, evaluate, review, and integrate logistics data for materiel systems. Logistics Product Data (LPD) comprises the IPS records and related engineering, and logistics data acquired or generated because of LSA conducted during the JLTV FoV design, development, and initial production and fielding phases. LPD enables the planning and execution of maintenance support strategies, including the identification of resources such as personnel, support equipment, facilities and transportation requirements, and initial provisioning package, cataloging, and item management. It also supports the management and tracking of design changes to the product baseline. Good data management principals shall be followed to ensure the proper identification, definition, preparation, control, archiving, and disposition of data required to execute contracts. GEIA-859A, Data Management, shall be used as guide.

  • Responsible for operating the PowerLOGJ2 System to produce Logistic Support Analysis Reports (LSAR)
  • Process LSAR documents for review and contract delivery to TACOM
  • Perform LSA to enable the development of LPD to support Operations and Maintenance planning and the deployment of the JLTV FoV and Support Equipment
  • Utilize the most current version of the PowerLOG-J2 database application to maintain and update LPD
  • Make available to the Government all LPD exported from the PowerLOG-J2 database
  • Ensure LPD is available to develop, validate and deliver logistics support packages for JLTV FoV at the time of its scheduled use for testing, training, demonstrations, evaluations or fielding as required by this contract
  • Develop a government-approved plan to manage the development and delivery of LPD during the contract period
  • Analyze the data resulting from testing, manufacturing processes, quality assurance, Maintenance Evaluation, and any other evaluations of the JLTV FoV
  • Update LPD within the PowerLOG-J2 database to ensure LPD accurately reflects the results and findings of these activities
  • Continue to update Level of Repair Analysis (LORA) employing industry best practices and including all system-level repairs, and all subsystem, assembly, and subassembly level candidates, including kits for analysis
  • Incorporate the Service Components maintenance philosophies, capabilities, and respective Military Occupational Specialty (MOS) skill set(s)
  • All associated LORA LPD shall be input, maintained, and updated in the PowerLOG-J2 application
  • The LORA Report shall include all EDFP to include the source and/or method for calculating failure rates, and all Computerized Optimization Model for Predicting and Analyzing Support Structures (COMPASS) input and output data files to include COMPASS ACCESS database tables used in the assessment
  • Deliver a LORA for each service using the latest version of the COMPASS. Any changes to the JLTV FoV baseline that require a new model number will also require the creation of separate LORA files
  • Perform Maintenance Task Analysis (MTA) on the JLTV FoV IAW TA-STD-0017 Activity 12
  • MTA shall encompass all operator, maintainer, and support personnel tasks as identified by LORA, Reliability Centered Maintenance (RCM) Analysis, Failure Modes Effects and Critically Analysis (FMECA), Mission Task Analysis, and other similar analyses
  • MTA shall be performed on the approved Product Baseline and shall reflect the results of the latest RAM, safety, health hazards, and human factors engineering analyses
  • Update the MTA to reflect changes to the product baseline and the results and outcomes from testing, training, quality, manufacturing, Maintenance Evaluation, and other JLTV FoV evaluations conducted. In performance of the MTA, deliver the following LPD: (a) All LPD identified in TA-STD-0017 Activity 12 except activities 12.5 and 12.6 (b) Sequential narrative instructions and procedures for all tasks below depot level maintenance including maintenance source data for TMs and IADS. Sequential narrative instructions and procedures shall be input into PowerLOG-J2 after TM and IADS validation and shall be updated in PowerLOG-J2 after successful TM and IADS verification and Government acceptance. (c) Support requirements for performing each task. These requirements shall include Military Occupational Specialty (MOS), skill levels, tools, support equipment, Automatic Test Equipment (ATE), Test Program Sets (TPS), and repair parts
  • Reliability Centered Maintenance (RCM): develop data to establish and achieve improvements in fields such as the establishment of safe minimum levels of maintenance, changes to operating procedures and strategies and the establishment of capital maintenance regimes and plans
  • Perform RCM that will lead to increase in cost effectiveness, reliability, vehicle uptime, and a greater understanding of the level of risk that the organization is managing
  • All RCM LPD shall conform to GEIA-STD-0007 and shall be inputted, maintained, and updated in the PowerLOG-J2 system
  • Develop/update the Failure Modes Effects and Criticality Analysis (FMECA) from the Design Failure Mode Effects Analysis (DFMEA) to the indenture level that meets the maintenance strategies of the military services, or as determined by the Government
  • FMECA findings shall be used to develop Technical Manuals and Provisioning data
  • All FMECA LPD shall conform to GEIA-STD-0007 and shall be inputted, maintained, and updated in the PowerLOG-J2 system
  • Develop provisioning documentation by developing and inputting spare/repair parts data into the PowerLOGJ2 system to update the Government's Provisioning Master Record which contains information to maintain and repair military vehicles
  • Develop and update Repair Parts Special Tool List (RPSTL) parts manuals to assure they match vehicle and assembly drawings
  • Coordinate with Technical Writers to assure parts manuals match maintenance procedures and with Illustrators to develop graphic illustrations
  • Attend staff meetings and provisioning conferences with TACOM and the Joint Program Office (JPO) representatives to review drawings and provisioning reports (a) All LPD identified in TA-STD-0017 Activity 12 except activities 12.5 and 12.6 (b) Sequential narrative instructions and procedures for all tasks below depot level maintenance including maintenance source data for TMs and IADS.
  • General knowledge of PowerLOGJ 2 (PLJ2) or similar software application
  • Working knowledge of MIL-STD-1388-2B and GEIA-STD-0007 up to Revision B governing military provisioning processes
  • Thorough knowledge of the following is required for this position:
  • Ability to read Blueprints to identify vehicle and mechanical parts, have mechanical background, and parts manual reading skills
  • PC literate with knowledge of programs in Microsoft Office Suites
