About The Position

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response, coordinating citywide emergency planning and response. The Logistics Bureau, where this position is located, is comprised of the Urban Search & Rescue, Humanitarian Logistics, Ground Support Logistics, Logistics Planning and Coordination, and the Mutual Aid and Resource Processing units. In non-emergency times, the Logistics Bureau works to increase the City’s emergency response and recovery capabilities by providing logistics planning support. During emergencies, the Bureau provides active resource management, staffs operational task forces, and coordinates mutual aid requests. Urban Search & Rescue (US&R) involves locating, extricating, and providing medical treatment to victims trapped due to structural collapses and other catastrophes. NYCEM sponsors New York Task Force One (NY-TF1), one of the 28 National US&R System task forces, which includes members from FDNY Special Operations Command, NYPD Emergency Services Unit, FDNY EMS, and NYC Emergency Management. The Logistics Specialist, under the supervision of the Director of US&R and the Cache Manager, will coordinate the fulfillment of the task force’s logistics goals and objectives. This role involves managing the task force's equipment cache, procurement, project management for federal reporting, operational support during trainings and deployments, and assisting with fleet maintenance. The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team, requiring work during non-business hours, including nights, weekends, and holidays, and will be required to work in the office three days per week.

Requirements

  • A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed above; or
  • A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences, or related field and one year of satisfactory full-time professional experience in the areas listed above.
  • All candidates must have a four-year high school diploma or its educational equivalent.
  • Candidates must be authorized to work in the United States without employer support to be eligible for selection.
  • The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies, including nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule.
  • The selected candidate will also participate in trainings to build skills and competencies in emergency response.
  • The selected candidate will participate in drills and exercises associated with the on-call EOC team.
  • The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.

Responsibilities

  • Manage the purchasing, tracking, servicing, and delivery of NY-TF1 equipment cache, supplies and services
  • Manage, upload and track documentation associated with purchasing, servicing, and delivery
  • Oversee the management of NY-TF1’s equipment inventory database (maintenance status, location, funding source, etc.)
  • Maintain and other task force inventories i.e. uniform cache
  • Complete projects related to federal reporting requirements, evaluations, and compliance deliverables
  • Develop reports and compile supporting documentation to meet FEMA and programmatic requirements
  • Plan, coordinate, and support logistics operations for trainings, exercises, and other task force-related events
  • Develop and maintain NY-TF1 flight plans and cache configurations for deployments ensuring all required documentation is prepared to support air transport (military and commercial)
  • Oversee Hazardous Declarations projects and associated supporting documentation for deployments
  • Oversee Cache strategic purchases and planning
  • Oversee Fleet strategic purchases and planning, alongside NY-TF1 Fleet Manager
  • Provide building access monitoring
  • Perform basic maintenance on equipment: tools, generators, small engine repair, etc.
  • Have the ability and willingness to perform strenuous physical labor when required
  • Use creative problem-solving as related to logistics challenges, often in high-pressure emergency situations
  • Support NY-TF1 during training, exercises, Alert, Activation and Demobilization Orders
  • Deploy with NY-TF1 in a clerical support role at the direction of the Deputy Commissioner of Logistics
  • Assist with NY-TF1’s Fleet Maintenance Program including maintaining Vehicle Fleet Reports, tracking all preventive maintenance, and driving vehicles to and from vendors for service
  • Assist with movement of NY-TF1 owned vehicles, including tractor/trailers and other large/medium sized vehicles (CDL-A License preferred)
