About The Position

This position provides support to the 48th Cyberspace Test Squadron (48CTS) at Eglin AFB, FL in planning and coordinating with contracting officers and procurement professionals for the acquisition of major equipment items for the 48CTS Cyber Test & Evaluation Complex (CTEC) as well as other procurement needs within the 48CTS.

Requirements

  • U.S. Citizenship is required.
  • Active Secret clearance is required and must be able to obtain/maintain a Top Secret clearance.
  • Master's Degree and over 10 years of relevant experience in the field of aircraft and weapons testing, business management and/or IT systems. Additional applicable experience may be substituted for the Master's Degree requirement.
  • Possess superior leadership and teamwork skills to act as a project lead, coordinate with military, government, and contractor personnel, and accomplish tasks under limited supervision.
  • Strong experience in writing acquisition documentation such as statements of work, task orders sole-source justifications, executive summaries, white papers, staff actions, and status reports.
  • Ability to participate/lead formal or informal discussions with test engineers, field engineers, and aircraft and weapons analysts to determine test tool requirements.
  • Translate technical details and requirements into appropriate contractual language for submission by the customer to contracting officers.
  • Meet deadlines and deliverables, work multiple projects simultaneously and rapidly communicate recommendations, and develop courses of action.
  • Possess excellent organizational skills and ability to communicate effectively, and present technical details both written and verbally.
  • Proficiency in the use and integration of Microsoft Office applications (MS Word, MS Excel, MS PowerPoint, MS Project) is required. Proficiency with Visio and Access is a plus.
  • Excellent self-initiative and self-motivation with the ability to work under minimal supervision.
  • Ability to work effectively in small and large team settings to solve complex problems.
  • Travel up to 4-6 weeks per year, within US.
  • Must be able to meet DOD 8140 requirements within 6 months of hire and maintain throughout employment.

Nice To Haves

  • Experience at DoD level, establishing cybersecurity guidelines and practices.
  • Experience with Aircraft and Weapons Testing, Training, and/or Techniques.

Responsibilities

  • Performs as a member of the CTEC laboratory team for acquisition, test, and evaluation.
  • Directly supports 48CTS in planning and coordinating with contracting officers and procurement professionals for the acquisition of major equipment items for the CTEC.
  • Collaborates with test engineers and collects all engineering upgrade requirements for existing facilities.
  • Translates all engineering upgrade requirements into valid requirements for contracting personnel to use for negotiation and acquisition through normal contract channels.
  • Interacts directly with System Program Offices and other services, as well as development contractors to clarify test tool requirements.
  • Drafts acquisition documentation such as statements of work/procurement work statements, proposals, task orders, sole-source justifications, contract security classification specifications (DD Forms 254), contract data requirement lists (CDRLs) independent government estimates, quality assurance surveillance plans, market research letters, green procurement statements, request for services contract approvals, executive summaries, white papers, technical evaluations staff actions, and status reports for 48CTS approval and subsequent submission to contracting officers.
  • Works with vendors to get quotes and presents to leadership for decision.
  • Coordinates and monitors the customer's data center procurement for CTEC.
  • Manages the acquisition of various test tools, such as software, oscilloscopes, power supplies, and specialized test equipment.
  • Coordinates for on-going maintenance and support contracts for all T3 Laboratory test equipment, predicts when these maintenance contracts will expire, and arranges for renewal to ensure the customer has no lapse in coverage.
  • Maintains support and plans for future upgrades to the state-of-the-art test facility.
  • Travels within the U.S. to coordinate with contractors and customers to refine new product or upgrade requirements; may conduct preliminary in-plant acceptance tests.
