This position provides support tasking in the PMA‑231 office, NAVAIR Head Quarters in Patuxent River, MD. The successful candidate will support Foreign Military Sales (FMS) in developing and executing E‑2 logistics strategies and plans for both production and sustainment. This position focuses on Transportation, DMSMS, and all operational and maintenance training support tasks.

Requirements

  • Bachelor’s degree from an accredited university or college. Six (6) years of work experience in a related field may be substituted for a bachelor’s degree. Associate’s degree and four (4) year’s additional work experience in a related field may also be substituted for a bachelor’s degree.
  • Less than three (3) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, lifecycle management, analysis, or planning.
  • U.S. Citizen. An active Secret Security Clearance or Interim Secret Clearance required.

Responsibilities

  • Assist in preparing responses for Pricing and Availability (P&A), Letters of Request (LOR), Letters of Offer and Acceptance (LOA), Program & Support Plans (P&SP), and Logistics Conference & Program Development (LC&PD).
  • Provide support across E-2C and E-2D platforms for Multi-Country support and all phases of the weapon system lifecycle.
  • Analyze pre-case requirements and planning assessments based on Letter of Requests (LOR) from FMS programs.
  • Recommend Integrated Logistics Support (ILS), planning alternatives and courses of action that satisfy prospective customers’ country’s requirements.
  • Participate in Program Management Reviews (PMRs), ILS reviews, meetings, conferences, briefings, training events and other significant program activities and events occurring in CONUS/OCONUS both in person and virtual to perform ILS analysis in support of specific FMS cases as required by each program office.
  • Assist with the preparation of the briefing material, meeting minutes, and other administrative support.
  • Identify and analyze the ILS issues discussed and recommend preferred courses of action to resolve problems identified at such events.
  • Participate in and provide technical support and analysis during a LCPD/site survey.
  • Assess requirements for training devices for FMS DoD programs and provide recommendations applicable to both domestic and international programs.
  • Perform student throughput, needs assessments, and other substantiating analysis to support the recommendations.
  • Assess training, training equipment, support and test equipment.
  • Develop training plans for Navy and DoD weapons systems tailored to both domestic and international program requirements.
  • Analyze Navy, DoD, and foreign operator training systems and provide recommendations to improve training effectiveness and lower the cost of training.
  • Develop recommendations for training assets by considering all potential customers.
