The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 316, which is responsible for the Planned Maintenance System (PMS)/Class Maintenance Plan (CMP), Reliability Centered Maintenance (RCM) and PMS Service Request (PSRs), review of New Construction PMS Contract Deliverables, and PMS update and development for in-service, modernization, new construction, and land-based engineering test site maintenance documents.

  • Collect, review, and process Fleet logistics and maintenance feedback (e.g., TFBRs, LARs, MAFs) for shipboard mechanical and electrical systems.
  • Analyze Planned Maintenance System (PMS) data and recommend updates to MIPs/MRCs based on field experience and reliability trends.
  • Support the development, review, and update of ILS documentation including: Maintenance Plans, Technical Manuals, Provisioning Technical Documentation (PTD), Allowance Parts Lists (APLs), Logistics Support Analyses (LSA).
  • Use Navy data systems (e.g., CDMD-OA, TDMIS, OMMS-NG, SKED, SCLSIS) to assess configuration, logistics status, and maintenance effectiveness.
  • Track the incorporation of feedback into logistics products and PMS systems.
  • Collaborate with engineers, technicians, and Fleet representatives to resolve supportability issues and maintain logistics accuracy across ship classes.
  • Prepare logistics assessments, reports, and briefing materials in support of PMS and ILS process improvements.
  • Participate in ILS Reviews (ILSRs), Technical Evaluation Reviews (TERs), and Engineering Change proposals related to logistics.
  • Bachelor of Science (or higher) in Logistics, Supply Chain Management, Engineering, Business, or related field (or equivalent experience).
  • Familiarity with Integrated Logistics Support (ILS) elements and lifecycle sustainment planning.
  • Working knowledge of Navy maintenance and logistics systems (e.g., PMS, TDMIS, OMMS-NG, CDMD-OA).
  • Logistician I - Entry Level: No prior experience required.
  • Logistician II - 3 years of professional experience in logistics or life cycle support, preferably supporting Navy or DoD programs.
  • Logistician III - 7 years of professional experience in logistics or life cycle support, preferably supporting Navy or DoD programs.
  • Logistician IV - 10 years of professional experience in logistics or life cycle support, preferably supporting Navy or DoD programs.
  • Prior Navy or DoD experience in logistics, maintenance planning, or configuration management.
  • Experience with Logistics Support Analysis Records (LSAR) or Product Data Reporting and Evaluation Program (PDREP).
  • Understanding of NAVSEA technical documentation standards and processes.
  • Experience with supporting PMS updates and Fleet feedback response workflows.
  • Technical writing experience, particularly with maintenance or logistics documentation.
