To learn more about working at the SFPUC, visit our career site at https://www.sfpuc.gov/about-us/careers-sfpuc About the Loans & Grants Bureau Under Business Services, the SFPUC’s Loans & Grants (L&G) Bureau pursues and administers low-cost financing to support the agency’s commitment to ratepayer affordability. L&G currently manages funding agreements totaling approximately $2.6 billion in state and federal financing across 19 capital projects and is actively working to secure an additional $1.2 billion in low-interest loan and grant funding. The team is responsible for administration and compliance oversight of existing loans and grants; identification and pursuit of new funding opportunities; engagement in the development of emerging state and federal financing programs; and overall program management and reporting. L&G objectives are achieved through close coordination with SFPUC Financing on long-term funding strategy, collaboration with External Affairs to advance strategic advocacy and funding partnerships, and rigorous compliance and administrative oversight in partnership with Infrastructure to ensure adherence to complex state and federal funding requirements. The L&G group also manages the SFPUC’s receipt and administration of the Federal Emergency Management Agency's (FEMA) Public Assistance Program funds for emergency cost recovery. Through strong interagency partnerships, disciplined program management, and strategic funding engagement, the Loans & Grants Bureau advances SFPUC’s commitment to ratepayer affordability while strengthening the financial sustainability of its critical infrastructure investments. Job Description Reporting directly to the Loans and Grants Director, the Loans and Grants (L&G) Manager will supervise the Loans and Grants Analyst and manage the Loans and Grants Bureau’s consultants to administer over $2.6 billion in low-interest loan and grant funding agreements and pursue additional sources of funding for the SFPUC’s Water, Power, and Sewer enterprises to honor the agency's commitment to reduce ratepayer burden. The 0931 Loans and Grants Manager will perform other related duties as assigned.

Requirements

  • Education: Possession of a bachelor's degree from an accredited college or university AND 2.
  • Experience: Five (5) years of experience in grant management or funding administration, including three years of supervising the work of professionals.
  • Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience. One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Nice To Haves

  • Experience with of WIFIA, SRF, CWIFP, BRIC/HMGP, FEMA Emergency Funding or other similar State and Federal funding programs highly preferred.
  • Experience presenting at a conference, before Senior Management, policy boards or public audiences.

Responsibilities

  • Lead the Loans & Grants Steering Committee meeting agenda development and implementation of follow-up from the bi-monthly meetings.
  • Manage development of materials to be presented to the Loans & Grants Steering Committee for consideration and endorsement, including Candidate Project Evaluations to provide recommendations for funding pursuits, Enterprise Strategic Loans and Grants Funding Plans, briefings on potential new sources of funding, L&G Charter revisions to re-establish priorities for the L&G Bureau, and Process Narratives to establish agency-wide procedures for pursuing and administering State and Federal subsidized financing.
  • Develop plans to implement L&G Steering Committee directions, including communication, collaboration and coordination of priority initiatives with Infrastructure, Business Services, External Affairs, and the Enterprises or other bureaus across the SFPUC and City and County of San Francisco departments.
  • Manage preparation of applications for the State Revolving Fund (SRF), Water Infrastructure Finance and Innovation Act (WIFIA), US Army Corps of Engineers WIFIA Financing Program (CWIFP), and other low-interest or grant programs that can provide low-cost financing for SFPUC.
  • Manage process to obtain application approval, negotiation of funding agreements, Commission and as-needed Board of Supervisors’ approval, and execution.
  • Lead development, maintenance and implementation of SFPUC procedures or process narratives to ensure compliance with requirements of new and existing sources of loan and grant funding.
  • Oversee Loans & Grants program staff and consultants, and work collaboratively with other managers in Business Services, Infrastructure, External Affairs, and the Enterprises to ensure that experts and critical staff across the SFPUC, and in other City and County of San Francisco departments when needed, receive and understand assignments and schedules for State and Federal funding applications, administration, compliance, audit preparation and response, reimbursements, and close-out in fulfillment of funding agreement terms.
  • Lead the identification of potential grants and loan opportunities, including new State and Federal financing programs to maximize the potential for SFPUC to realize cost benefits as a recipient of funding.
  • Nurture relationships with existing State and Federal partners to successfully pursue, acquire, and administer low-cost financing and grants that reduce the financial impact of current capital projects and other non-capital expenditures.
  • Develop effective relationships with new funding partners, establishing opportunities to address the future financial needs of SFPUC’s upcoming projects and programs.
  • Cooperatively strategize with External Affairs regarding policies, legislation, and appropriations for sources of loans and grants funding. This includes development of proposals, comments, talking points and testimony for legislation, State or Federal meetings, SFPUC Executive Management, Board of Supervisors and press.
  • Lead collaboration with State and Federal utility associations to develop, review and comment on grant and loan programs, appropriations, and legislation.
  • Deliver public comments on SRF policy at State Water Resources Control Board meetings and present at association conferences to advocate for future funding.
  • Manage development and maintenance of a master schedule for Loans and Grants Bureau.
  • Support development and management of the Loans & Grants Bureau’s budget.
  • Manage L&G acquisition and administration of funding from Cal OES and Federal Emergency Management Agency (FEMA) under the FEMA Public Assistance Grant program for disasters impacting the SFPUC.
