About The Position

The USAIID Office of the General Counsel (OGC) serves as the Agency’s Chief Legal Office, providing advice on legislative, administrative, and program matters. OGC represents USAID in legal matters, including administrative and litigation, congressional investigations, and interagency legal coordination.The Litigation Attorney supports the OGC in providing senior-level legal advice to the Agency in administrative and litigation matters. This role involves analyzing complex legal issues, assisting with litigation strategy, and drafting pleadings for federal courts, administrative tribunals, and other adjudicative bodies in compliance with applicable laws, regulations, and Agency policies.

Requirements

  • Juris Doctor (JD) from an accredited law school and admitted to a state bar in good standing; eight (8)+ years of relevant litigation experience.
  • Proficiency in Google Applications and Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work in a fast-paced, high-stakes environment and manage multiple priorities.
  • Strong interpersonal skills to liaise effectively with senior officials and stakeholders.
  • Conduct legal research and analysis to support litigation strategy, case development, and informed decision-making
  • Manage litigation matters and case-related tasks effectively, ensuring organization, accuracy, and timely execution
  • Communicate complex legal issues clearly and professionally through strong written work and oral presentations
  • Collaborate effectively with attorneys, clients, and stakeholders while managing multiple priorities in a team-oriented environment
  • Work collaboratively with attorneys, staff, and stakeholders to support case objectives and deliver high-quality legal work in a team-oriented environment
  • Eligible for a public trust clearance.

Responsibilities

  • Assist in the representation of USAID in federal and administrative litigation arising under the Contract Disputes Act, the Administrative Procedure Act, the False Claims Act, the Freedom of Information Act, and the Federal Tort Claims Act, among others.
  • Review case materials, investigate facts, and draft pleadings, motions, and briefs.
  • Provide legal counsel on litigation strategy, risk assessment, and potential courses of action.
  • Analyze legislative, regulatory, and judicial developments affecting Agency programs.
  • Coordinate with paralegals, junior attorneys, and other attorneys to prepare case documents and research.
  • Verify legal citations and references, ensuring accuracy and compliance with procedural requirements.
  • Communicate effectively with internal and external stakeholders, including interagency partners.
  • Perform other legal duties as assigned to support litigation and Agency objectives.
