About The Position

Responsible for performing difficult skilled work coordinating a crew in the repair and maintenance of utility preventive maintenance, replacement, repair, and installation of water and sewer lines and appurtenances. An employee in this class is responsible for leading a crew of workers engaged in the maintenance, repair of municipal water distribution and sewer collections systems and utility easements/ROW. Work will include installation of new water and sewer lines, service tap installation, repair of water leaks and sewer breaks, locating and raising manholes, inspection of sewer main interiors, preventive maintenance and repair of hydrants and valves and other pipe maintenance functions. An employee in this class plans and prioritizes work projects, coordinates efforts with other divisions and departments, ensures completion of the work, and ensuring compliance with federal, state and industry safety standards. Work is performed under the general supervision of the Utility Systems Supervisor and is evaluated based on attainment of individual and work crew objectives, safety of employees, leadership, and observation and inspection of completed jobs. This position is subject to callback and is included in the on-call rotation.

Requirements

  • High school diploma or equivalency; and four (4) years of experience working in the installation and maintenance of water and sewer lines and related infrastructure improvements; or an equivalent combination of education and experience.
  • Must also possess a NC Commercial Driver’s License (CDL) level A. Requirement exists at the time of hire and as a condition of continued employment.
  • Must be certified at the NC Water Distribution System Operator Grade B certification or obtain within 18 months and must be certified at the NC Wastewater Collection System Operator Grade 2 certification or obtain within 18 months.
  • Forklift and Confined Space Certifications are required.
  • Flagger Certification required.
  • Must be a certified Competent Person in Trenching and Shoring.
  • Must be certified in CPR and First Aid
  • Knowledge of preventive maintenance, installation and maintenance practices for water and sewer mains and services.
  • Knowledge of effective supervisory and management principles and practices.
  • Knowledge of occupational health and safety practices required in performing water and sewer pipe maintenance and when working in traffic control zones.
  • Knowledge of the purpose, operational, and maintenance requirements of heavy equipment.
  • Skill in operating heavy equipment used in water and sewer maintenance and construction.
  • Ability to demonstrate the proper methods of equipment operation to less skilled personnel.
  • Ability to read and understand water and sewer utility construction drawings and infrastructure diagrams.
  • Ability to plan, organize, train, and supervise the work assigned to employees under his or her charge.
  • Ability to communicate effectively, both verbally and in writing, with all levels of employees in the City, citizens, business representatives, regulators and public officials; ability to explain work to be performed and end results to be expected.
  • Ability to understand and comply with management directives.
  • Ability to identify and report maintenance needs of pipelines and appurtenances.
  • Ability to work in varied weather conditions for extended periods of time.
  • Ability to be recalled to work, including nights and weekends, as dictated by the needs of the City for varying tasks.

Responsibilities

  • Leads crew in the following functions as it applies to the appropriate division.
  • Supervises, participates and directs employees, equipment, and materials to install, maintain, and repair water and sewer lines, easements, hydrants, meters, and valves.
  • Plans, organizes, and supervises personnel engaged in the operation of maintenance equipment including pickup trucks, excavator, skid-steer with bush hog attachments, dump truck (tandem and single-axle), tapping machines, line locators, weed eaters, chainsaws, and various hand tools.
  • Directs and assists with the set up and breakdown of each work zone for the safety of the crew and the public.
  • Conducts on-site inspections of work projects and ensures compliance with construction drawings, plats and surveys; determines additional requirements for work completion or institutes other actions as required.
  • Makes individual and/or crew assignments, timelines for completion, materials and tools to be used, and assessment of completed work; completes work orders in Cityworks.
  • Evaluates workplace safety conditions and application of safety measures.
  • Meets with the general public, homeowners, and business owners; explains the basis of actions to be taken and the result, when completed.
  • Performs other related job duties as assigned.
