About The Position

Manage the safe transfer of cargo during lightering operations at Big Stone Anchorage, offshore or other locations as required. Work with the crew of both vessels to provide navigation suggestions to the OSG vessel and ensure the proper processes are followed for tying up the vessel as well as the transfer of cargo. Establish clear communications and understanding of all operational processes required between customer vessel and OSG vessel. Provide frontline customer support and serve as the customer representative during the transfer operation. Interface with customer representatives, inspectors and regulatory representatives. Facilitate the compliance to both to all applicable legal and security requirements as related to lightering operations.

Requirements

  • Minimum five years in barge or tanker operations or equivalent experience preferred
  • Basic computer skills and working knowledge of Microsoft Office products required
  • Written and verbal communications at all organizational levels in a clear and concise manner, including being able to communicate with others where English is not the primary language
  • Ability to coordinate efforts of the customer, the Company and regulatory bodies to ensure a safe, efficient operation
  • Good organizational skills and ability to prioritize
  • Ability to drive long distances (up to 5 hours) and/or travel by air to various US ports possibly requiring overnight stays
  • Ability to board vessels in port (requires using a gangway with a grade of 30-60 degrees)
  • Ability to climb ladders and navigate over uneven surfaces during vessel visits
  • Ability to board vessels at anchor (climb a Jacob’s ladder from a water taxi)
  • Possess good sensory perception (sight, smell, hearing, touch)
  • Ability to enter and inspect confined spaces
  • Willingness to remain accessible for communication and consultation on an around the clock basis and work unusual hours, including nights and weekends as needed

Nice To Haves

  • Working knowledge of ship to ship or ship to barge transfers operations preferred
  • Knowledge of and experience with lightering operations at Big Stone anchorage and other lightering areas in U. S. waters, including offshore U.S. Coast and applicable regulations, United States Coast Guard certifications and licenses preferred.

Responsibilities

  • Prior to lightering, inspect equipment on customer vessel and ensure that it is in good working condition. This includes items such as lines, manifolds, hoses, etc. Discuss with vessel Master both the crew’s and the vessel’s preparedness to begin the lightering operation
  • Provide navigation suggestions to the OSG vessel as it comes alongside the customer vessel
  • Expedite and efficiently manage the passing and securing of mooring line from lightering vessel to ship
  • Ensure that all hoses are connected properly and are in operating condition.
  • Hold pre-transfer meeting with Chief Mate to review discharge plan, offer suggestion to expedite process and finalize plan and ensure that both vessels are in compliance with the Declaration of Inspection and STS transfer procedures. during this meeting
  • Ensure that the number of barrels lightered onto the OSG vessels equals the number of barrels agreed to per the contract/agreement
  • During actual transfer, constantly monitor the rate of discharge by watching from the control room as well as doing several checks on deck
  • Facilitate the timely completion of all necessary paperwork between OSG, customer, gaugers, ship representatives, etc.
  • Stop transfer of oil if operations and/or conditions are not safe or are out of compliance with accepted industry and company standards
  • Serve as customer representative, having full authority to act on customer’s behalf in ensuring safe, environmentally sound and efficient lightering operations and inform customer of any vessel and/or dock issues during lightering operation
  • Participate in planning and evaluation of necessary changes when a new vessel will be incorporated into the lightering fleet
  • Ensure compliance with all legal and security regulations
  • Attend customer functions such as QITs, workgroups, etc.
  • Participate in company sponsored customer events, industry trade groups and port meetings as required
  • Participate in OSG Emergency response team
  • Represent OSG in a professional manner to provide efficient and economic service to all customers
  • Perform all other duties assigned by supervisor or manager
