About The Position

Basic Purpose: The Correctional Security Manager I (CSM I) will be assigned to the Correctional Operations & Real-Time Enhancement Center (CORE Center) which will provide strategic leadership and operational oversight of the Oklahoma Department of Corrections’ centralized, real-time security and intelligence operations. This position is responsible for supervising CORE Center personnel, coordinating 24/7 monitoring and response activities, and ensuring the effective integration of technology, intelligence, and communication to enhance safety, security, and operational awareness across all ODOC facilities and field operations. At this level, employees serve as correctional security lieutenants with primary responsibilities for the security operations on an assigned shift or unit within a correctional facility or hospital security unit, with responsibility for the supervision of first-level supervisors who are responsible for individual units or activities on the assigned shift and coordination of all shift functions and operations. Employees assigned to this level who are working within an institution may be charged with independently performing a specialized function requiring advanced proficiency in the use of chemical agents or firearms, a high degree of judgment and skill as an inmate public work crew officer, gun gang officer, K-9 unit officer, transportation officer, restricted housing unit officer, mental health unit officer, key and tool officer, control room officer, visiting room officer, gate officer, activities officer, hospital security posts, or may serve as the team commander of the Correctional Emergency Response Team.

Requirements

  • Knowledge of supervisory methods and techniques

  • Knowledge of the psychology of inmate behavior
  • Knowledge of the use and care of firearms
  • Knowledge of proper restraint methods and techniques
  • Knowledge of the fundamentals of English usage
  • Knowledge of basic math
  • Knowledge of report writing techniques.
  • Ability is required to establish and maintain effective working relationships

  • Ability to assess and manage conflict resolutions within the inmate population.
  • Three years of experience in correctional officer or security work for a government or private corrections agency and the following statutory requirements of 57 O.S. § 510:
  • The minimum age for service shall be twenty (20) years of age.
  • Possession of thirty (30) semester hours from an accredited college or university; or possession of a high school diploma acquired from an accredited high school or GED equivalent testing program and graduation from a training course conducted by or approved by the Department and certified by the Council on Law Enforcement Education and Training either prior to employment or during the first six (6) months of employment.
  • Applicants must possess a valid driver’s license at the time of appointment in order to perform necessary travel.
  • Applicants will be subject to drug testing.
  • Applicants must be willing and able to work any assigned shift or day of the week.

Responsibilities

  • Directly supervise and manage CORE Center staff operating a 24/7/365 real-time operations environment, ensuring appropriate staffing, scheduling, and performance accountability.
  • Oversee real-time monitoring of correctional facilities, perimeter systems, surveillance platforms, intelligence feeds, and emerging security incidents.
  • Serve as the primary coordination point for incident awareness, escalation, and communication between facilities, executive leadership, special response units, probation and parole, and external law enforcement partners.
  • Ensure timely dissemination of critical information during emergencies, major incidents, and security events to support informed decision-making.
  • Develop, implement, and maintain operational protocols, post orders, and standard operating procedures specific to CORE Center operations.
  • Monitor system performance, identify gaps or vulnerabilities, and recommend improvements to enhance operational effectiveness and staff safety.
  • Collaborate with technology, security, and executive leadership to integrate new systems, tools, and analytical capabilities into CORE Center operations.
  • Maintain compliance with ODOC policies, procedures, and applicable state and federal regulations.
  • Prepare reports, after-action reviews, and operational summaries related to incidents, trends, and CORE Center performance.
  • Foster a culture of professionalism, accountability, and continuous improvement consistent with ODOC’s mission, vision, and values.
