About The Position

The Lieutenant of Animal Cruelty Investigations at spcaLA is a leadership role responsible for managing humane law enforcement and disaster response efforts. This position involves overseeing a team dedicated to investigating animal cruelty cases and prosecuting offenders, while also collaborating with various stakeholders to enhance the organization's mission of preventing violence toward animals.

Requirements

  • Proven progressive experience in the management and operation of field services involving law enforcement.
  • Minimum 10 years' experience in a related field.
  • Bachelor's Degree in Administration of Justice, Animal Science, or related field.
  • Successful completion of a full Basic Police Academy (P.O.S.T. Certified).
  • Ability to pass medical and psychological evaluations and complete a satisfactory P.O.S.T. background check.
  • Eligible to be sworn as a Level One Humane Officer and maintain eligibility.
  • Ability to perform all Humane Officer duties and safely operate a firearm.
  • Excellent communication skills, both oral and written.
  • Valid 'C' California Drivers License, maintained during employment.
  • Knowledge of law enforcement theory, principles, and practices.

Responsibilities

  • Lead and manage all aspects of humane law enforcement and disaster response at spcaLA.
  • Supervise Humane Officers, Investigative Aides, Dispatchers, and other department staff.
  • Oversee the management of caseloads, including investigation of cruelty cases, witness interviews, and suspect interrogations.
  • Prepare and execute search and seizure warrants, manage evidence, and maintain chain of custody protocols.
  • Develop and implement educational outreach programs and report writing.
  • Serve as Incident Commander for spcaLA's participation in cruelty investigations and emergency response.
  • Evaluate departmental systems and create plans for improvement in alignment with the Society's vision and mission.
  • Strengthen relationships with law enforcement agencies, District Attorney's offices, and other animal welfare organizations.
  • Collaborate with Shelter Management, Veterinary Services, and Volunteer Departments for the care of animals involved in cruelty cases.
  • Work with Communications & Marketing and Fund Development Departments to publicize and fundraise for departmental activities.
  • Represent the department at Violence Prevention Humane Education initiatives and events.
  • Perform duties of a Humane Officer as needed.
