About The Position

The Licensing Agent is responsible for conducting and reviewing background investigations and preparing reports summarizing findings. This role involves taking and submitting fingerprints of applicants and maintaining files of primary management officials, key employees, and gaming vendors to ensure compliance with the National Indian Gaming Commission and the CPN Tribal ordinance. The position requires a thorough understanding of various regulations and standards related to gaming licensing.

Requirements

  • Bachelor’s Degree in business, criminal justice, or related field, or three plus years experience within a regulatory environment or equivalent combination of education and experience.
  • Teaching/mentoring background necessary with the ability to create success from all educational levels.
  • Strong leadership, organizational, communication, human relations, and decision-making skills required.
  • Skill in applying complete fact finding, analytical and problem solving methods and techniques.
  • Excellent written and oral communication skills sufficient for effective reporting and public speaking.
  • Strong interpersonal skills and mature judgment and initiative.
  • Conceptual understanding of National Indian Gaming Commission (NIGC), Minimum Internal Control Standards (MICS), Tribal Internal Control Standards (TICS), State Compact, Governing Licensee Compliance and Enforcement, Bank Secrecy Act and U.S. Patriot Act regarding Title 31 and Suspicious Activity Reports, Tribal Gaming Ordinance, and Casino Departmental Policies and Procedures.
  • Ability to ensure confidentiality throughout the department.
  • Agreement to maintain a Drug-Free Workplace as a condition of employment with CPN Casinos.
  • Ability to work in a smoking environment.
  • Ability to obtain and maintain a gaming license with the NIGC, which entails a full background check.

Responsibilities

  • Review and conduct background investigations that meet National Indian Gaming Commission’s minimum requirements.
  • Take fingerprints and submit them to the proper authority.
  • Prepare and submit investigation reports for suitability determination in the licensing of key employees and primary management officials in the gaming industry.
  • Maintain gaming license files to comply with the National Indian Gaming Commission’s policies and regulations.
  • Establish and conduct regular meetings with the Licensing Manager to address licensing issues as they arise.
  • Maintain current knowledge of National Indian Gaming Commission Minimum Internal Control Standards, Tribal Internal Control Standards, and any future regulations.
  • Obtain and review changes to federal, state, and tribal regulations affecting licensing and background investigations, providing regular updates to the Licensing Manager.
