About The Position

The Library Services Manager is responsible for planning, organizing, coordinating, and administering the functional operations of multiple library service divisions across Pima County. This role involves allocating resources, evaluating programs, and ensuring effective service delivery while fostering a collaborative and inclusive work environment. The manager will also supervise division leadership staff and maintain relationships with community organizations and stakeholders.

Requirements

  • Six years of experience in library management or system-wide development and coordination in major library fields.
  • One year of experience with Pima County as a Librarian III.
  • 5-6 years of progressive management experience with governmental agencies, educational, social service, or non-profit organizations.

Responsibilities

  • Provides strategic direction and leadership for the assigned division within the public library department.
  • Develops and implements division-specific goals, objectives, and strategies in alignment with the overall department strategic plan.
  • Ensures programs and services within the division are evidence-based and meet regulatory requirements.
  • Supervises and mentors division leadership staff, including unit managers and program managers.
  • Fosters a collaborative and inclusive work environment that encourages development and teamwork.
  • Develops and manages the division budget, monitors expenditures, and allocates resources effectively.
  • Builds and maintains relationships with community organizations and stakeholders relevant to the division's focus.
  • Prepares and presents reports to internal and external stakeholders, ensuring transparency and accountability.
  • Stays updated with a DEI lens on emerging public library trends and adapts programs as needed.
  • Assists staff in being aware of federal, state, and local laws, rules, and regulations.
  • Resolves problems/issues arising from operations of subordinate divisions.
  • Monitors contractual agreements and services and prepares requests for proposals.
  • Utilizes conflict management skills to de-escalate unexpected problems or volatile situations.
  • Maintains appropriate security and confidentiality of information encountered or created in the course of assigned duties.
  • May be required to testify in court and before boards, commissions, and similar bodies.
