About The Position

The Legislative Research Commission is accepting applications for the position of Committee Analyst with the Banking and Insurance Committee. This position is nonpartisan in nature and requires the ability to work with neutrality in a politically charged environment. The Legislative Research Commission provides staff support to the Kentucky General Assembly. The agency offers unique opportunities to people seeking fulfilling, challenging, and rewarding careers. Compensatory time is awarded on an hour-for-hour basis with prior approval.

Requirements

  • Juris Doctor preferred. Master’s or Ph.D. in public policy or field related to committee’s jurisdiction will also be considered. Policy or committee subject matter experience may be substituted for education requirements if deemed appropriate.
  • Experience and knowledge relating to legal drafting and/or interpretation is preferred.
  • Excellent verbal and written communication skills.
  • Ability to work under general direction and seeks assistance as needed.
  • Able to handle issues of limited scope and complexity requiring consistent exercise of independent judgment.
  • Analytical and research skills.
  • Willingness to assist other committees and research issues not related to committee’s jurisdiction.
  • Ability to understand the legislative process, the bill drafting application, and, or, statutory committee processes as applicable.
  • Ability to meet short deadlines.
  • Ability to work in team environment and willingness to work with other agencies, legislators, and the public.
  • Basic computer skills with knowledge of Windows Office products, or demonstrated ability to learn Windows Office products.
  • Ability to work in a nonpartisan manner and to avoid any partisan activities or what may be perceived as partisan activities.

Nice To Haves

  • Subject matter knowledge in the areas of banking, consumer finance, insurance, and/or securities is beneficial, but not required.

Responsibilities

  • Drafts legislation, provides statutory committee reviews, reviews administrative regulations, and communicates information in a detailed and concise manner for legislators, staff, and non-staff as requested.
  • Researches and analyzes issues related to the committee’s jurisdiction.
  • Communicates with Committee Staff Administrator and other committee staff about assignments.
  • Serves on multidisciplinary task forces and research projects.
  • Helps arrange committee meetings and provides assistance at meetings.
  • Works with other LRC staff on the production of related and applicable LRC publications.
  • Learns agency policies and procedures and attends training as needed or directed.
  • Requires limited travel for committee meetings, meetings with legislators, and other occasions as appropriate.
  • Performs other duties as assigned.
