About The Position

The Legislative Analyst – Senior provides expert analysis, monitoring, and advisory support on Congressional and legislative matters that impact Department of the Air Force (DAF) acquisition programs and priorities. This role requires a high level of legislative expertise, strong familiarity with the Authorization and Appropriations processes, and the ability to translate complex legislative developments into actionable insights for senior Air Force and DoD leaders. The analyst develops reports, briefings, and databases that inform senior decision-making, ensures consistency in Air Force responses to Congress, and serves as a trusted advisor in the legislative environment.

Requirements

  • Must possess an Active Secret clearance.
  • Bachelor’s degree in Political Science, Public Policy, Government, or a related field.
  • Minimum of 10 years of experience in legislative affairs, Congressional relations, or defense acquisition policy.
  • Demonstrated expertise in the Congressional Authorization and Appropriations processes.
  • Experience preparing legislative analyses, reports, and testimony support materials.
  • Familiarity with defense acquisition processes and program structures.
  • Strong research, writing, and communication skills with experience delivering concise analyses for senior executives.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and database management.

Nice To Haves

  • Advanced degree in Public Policy, Government, Political Science, or related discipline.
  • Experience working directly in Congress, on a Congressional committee, or within a DoD/DAF legislative liaison office.
  • Knowledge of Air Force and DoD acquisition structures, processes, and priorities.
  • Ability to brief senior leaders on complex legislative and policy issues.
  • Demonstrated success in managing and maintaining large datasets or legislative tracking systems.
  • Strong interpersonal skills and ability to work collaboratively across agencies and with Congressional staff.

Responsibilities

  • Continuously monitor and assess the Congressional climate, mood, and activities related to Air Force acquisition and acquisition programs of interest.
  • Identify, track, analyze, and report on legislation, committee actions, hearings, reports, and emerging issues that may impact Air Force programs.
  • Monitor and analyze the Authorization and Appropriations processes, including proposed language, funding levels, and amendments.
  • Research and analyze Congressional inquiries, inserts, appeals, testimony, Posture Hearing Issue Papers (PHIPs), Budget Program Fact Papers (BPFPs), Heartburn Appeals, Major Budget Issues, and reports from the DoD Inspector General, CBO, and GAO.
  • Prepare summaries, talking points, and reports on Air Force acquisition, S&T, specialty capability areas, and individual programs.
  • Support senior leaders by reviewing and providing data for hearings, testimony, program documentation, briefing packages, read-aheads, staffer visits, and formal Questions for the Record (QFRs).
  • Research Congressional transcripts, hearings, press releases, public events, and other official sources; provide summaries and analysis to inform leadership.
  • Provide training and educational materials on the legislative process, including budget enactment, Congressional timelines, and staffer engagement.
  • Maintain and update a legislative database capturing program funding and language, committee actions, Congressional biographies, staffer information, and hearing transcripts.
  • Develop methodologies for gathering information to populate and maintain legislative databases and libraries.
  • Research and track Congressional reporting requirements affecting acquisition programs.
  • Build and maintain a library of Congressional legislation related to Air Force acquisition.
  • Perform additional duties as coordinated with the COR to support legislative analysis and reporting functions.
