About The Position

Whether analyzing proposed legislation, helping to build coalitions, or advising on key initiatives to support an emerging requirement, our clients need someone who can help manage interagency operations while also managing responses to external inquiries in a timely manner. That is why we need you, an experienced Legislative Affairs Specialist who can provide high-quality congressional affairs support. As part of our team, you'll serve as a strategic technical advisor for the Advanced Research Projects Agency for Health (ARPA-H), helping conceptualize, create, and execute advanced government-funded research and development programs to accelerate better health outcomes for everyone. You’ll work with world-class scientists and engineers to support the development of high-impact solutions to society's most challenging health problems. You will leverage technical expertise to provide strategic assessments of new technologies in support to senior ARPA-H decision makers. You’ll maintain responsibility for producing and presenting findings and recommendations to a team of colleagues and clients on the feasibility and potential impact of future research programs, assisting with the management of current programs and facilitating commercialization of successfully developed technologies. You'll serve as a Legislative Affairs Specialist helping clients to develop stakeholder management strategies, research non-Health and Human Services (HHS) government agencies, identify key programs that relate to ARPA-H, and draft reports on engagements. You will be responsible for effective communications, managing business processes, and building coalitions and diplomacy within the federal space for ARPA-H’s legislative affairs department. Your attention to detail, flexibility, communication skills, understanding of the client's mission, and problem-solving will enable the mission's success. This position is a Hybrid role with Booz Allen. Candidate is expected to work on-site at a Booz Allen or Client Facility 20-50% of your time, as needed.

Requirements

  • 2+ years of experience in a legislative affairs, policy, or lobbying role
  • 2+ years of experience working within congressional affairs or with Members of Congress
  • Experience interacting and communicating with senior-level executives, including SES or GS-15
  • Experience using Microsoft Office programs, including Excel, Word, and PowerPoint
  • Ability to operate independently within a fast-paced, start-up environment
  • Bachelor’s degree in a Political Science field

Nice To Haves

  • 2+ years of experience in an ARPA setting, including DARPA, ARPA-E, or IARPA
  • Ability to multitask and prioritize responsibilities
  • Ability to manage multiple short and long-term projects effectively
  • Ability to pay strict attention to detail and diligent adherence to deadlines and deliverables
  • Possession of excellent research skills
  • Possession of excellent verbal and written communication skills

Responsibilities

  • Research, identify, and track relevant legislation.
  • Monitor and analyze key legislative and congressional updates, and synthesize and present to leadership.
  • Identify Members of Congress with relevant interests in ARPA-H programs and support planning Hill visits and other events.
  • Identify key programs or champions in relation to ARPA-H programs and detailed leadership points of contact within each of the agencies or programs.
  • Draft reports on congressional and legislative priorities or on potential opportunities as required.
  • Create presentations and talking points that communicate agency priorities and objectives.
