About The Position

The Leasing Specialist at WSDOT is responsible for overseeing property management transactions related to WSDOT-owned properties, focusing on writing leases for airspace, ground, trail, facilities, and wireless leases. This role requires a deep understanding of leasing laws and federal regulations, ensuring compliance with state and federal policies while collaborating with various stakeholders. The Leasing Specialist will also manage technical reviews and facilitate communication between lessees and government agencies.

Requirements

  • One year of experience as a Property and Acquisition Specialist 2 or equivalent in property management activities on public property or for a governmental agency.
  • Six years of experience in real estate-related fields, including three years in property management activities on public property or for a governmental agency.
  • An associate's degree and three years of experience in real estate-related fields, including two years in property management activities on public property or for a governmental agency.
  • A bachelor's degree and two years of experience in property management activities on public property or for a governmental agency.
  • Knowledge of federal regulations (49 CFR, Part 24) and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
  • Knowledge of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition, condemnation, relocation, and property management.
  • Proficient use of computers and software including Microsoft Office Suite and Adobe.
  • Effective communication skills.
  • Ability to transport materials up to 25 pounds.
  • Valid driver's license and ability to travel for meetings and work sites.

Nice To Haves

  • Proficient use of WSDOT applications such as SR View, ECM, IRIS, etc.
  • Knowledge of disposal and lease requirements based on current law and WSDOT policy.
  • Understanding of Real Estate and landlord-tenant laws, including title and eminent domain.
  • Knowledge of Right-of-Way Engineering and highway access control requirements.
  • Ability to interpret WSDOT contract plans and right-of-way plans.

Responsibilities

  • Make daily trips to the Tumwater and Olympia offices to drop off necessary documents.
  • Initiate, review, coordinate, and conclude property management functions related to the leasing of WSDOT property.
  • Independently apply technical knowledge to conduct complex and non-complex reviews of statewide lease transactions.
  • Initiate reviews by consulting with the AGO, FHWA, and HQ staff to ensure state and federal policy compliance for lease approvals.
  • Serve as a liaison between potential lessees, the AGO, FHWA, and regional staff.
  • Submit final leases and supporting documentation for department signature.
  • Review and modify existing leases through amendments or assignments.
  • Log incoming checks and deliver them to the Accounting and Financial Services Office as needed.
