About The Position

The Lead Project Manager at Lumen is responsible for overseeing the Base Infrastructure Modernization Program (BIM) projects, ensuring accountability to the Lumen Air Force Program Management Office. This role involves managing a multi-award indefinite delivery/indefinite quantity (ID/IQ) contract aimed at modernizing and sustaining approximately 187 installations globally over a ten-year period. The Lead Project Manager will lead cross-functional teams in planning and executing projects, ensuring compliance with Service Level Agreements (SLAs), and acting as the primary contact for large-scale projects with significant complexity.

Requirements

• 5+ years professional experience with a Bachelor's Degree or equivalent education and experience, or 2-3 years with a Master's Degree.
• Government telecommunications program management experience is highly desired.
• Project Management Professional (PMP) / Project Management Institute (PMI) certification is highly desirable.
• Experience in the transition, implementation, management, and execution of large-scale government contracts, including vendor management.
• Excellent customer relationship management skills, especially with contracting officer's technical representatives (COTR) and senior management.
• Ability to manage process/procedural changes with a thorough understanding of Federal Government contracts.
• Strong verbal and written communication skills.
• Demonstrated conflict resolution skills.
• Ability to work in a fast-paced, multi-task, stressful environment.

• BISCI Registered Telecommunications Project Manager (RTPM) Certification is a plus.

Responsibilities

• Direct liaison between the customer and the Lumen BIM Program Management Office for pre-sales activities, project planning and execution, project management, customer relations, contracts, and billing.
• Responsible for reviewing, developing requirements, and working with appropriate teams to answer proposal requirements resulting in Statements of Work, Task Orders, and Modifications.
• Lifecycle management of Government Contracts in support of BIM.
• Conduct Program Management Reviews (PMRs) with both customer and senior level Lumen management.
• Manage and implement complex base infrastructure network modernization services and equipment.
• Initiate requests for quotes, purchase requests, and process goods receipts for base level subcontractors.
• Ensure timely and accurate delivery of all contract deliverables on a weekly, monthly, quarterly, semi-annual, and annual basis.
• Initiate change management reviews and contract modifications, identifying requirements for product and IT development.
• Direct development and implementation of processes and procedures for efficient Task Order execution, addressing problems swiftly.
• Manage task orders with multiple financial constructs, including firm fixed price, cost plus fixed fee, cost plus award fee, and cost reimbursable contract line-item numbers (CLINs).
• Manage large budgets and complex cost/spend plans.
• Provide guidance and direction to Engineers and Subcontractors to ensure program operations within established budgets and cost accounting practices.
• Ensure all work performed meets the PWS requirements within schedule and staffing constraints.
• Assess and mitigate operational risks and issues requiring Director level approval authority.
• Develop customer-driven methodologies, procedures, and systems to produce reports measuring program success and gain senior level customer support.
• Interface with engineering, network management, and customer technical representatives to discuss technical project aspects.
