About The Position

The Lead Project Engineer is a key personnel position providing technical engineering leadership for Navy Chemical Biological Defense (CBD), Damage Control/Firefighting (DC/FF), and Anti-Terrorism Afloat (ATA) programs at Naval Surface Warfare Center Panama City Division. This position manages schedule preparation, pre-planning, and resource forecasting for engineering and maintenance & repair activities supporting shipboard systems, field operations, and fleet readiness initiatives. The engineer coordinates project planning for programs spanning the full lifecycle from research and development through test and evaluation, field support, and training, while maintaining detailed knowledge of Navy Afloat and Ashore deployment and maintenance cycles. This role serves as the primary technical interface for program reviews, status reporting, and data presentation, supporting the Extreme Environments Life Support Branch's mission to protect Navy personnel from extreme environmental threats.

Requirements

  • 5+ years of experience with schedule preparation, pre-planning, and resource forecasting for engineering or maintenance & repair activities relating to U.S. Navy Damage Control, Chemical Biological Defense, or similar programs
  • Demonstrated knowledge of Navy Afloat and Ashore deployment and/or maintenance cycles, shipboard systems maintenance, test and evaluation, field support, and/or training
  • Ability to collect, collate, and present data in tools such as Microsoft Excel and/or Microsoft Project
  • SECRET security clearance
  • U.S. citizen

Nice To Haves

  • Knowledge of program management processes, including IPRs, QPRs, risk management, and configuration management (preferred)
  • Experience supporting Navy engineering programs and interfacing with Fleet commands and program offices (preferred)

Responsibilities

  • Develop and maintain program schedules, pre-planning documentation, and resource forecasting for engineering and maintenance & repair activities relating to U.S. Navy Damage Control, Chemical Biological Defense, and similar programs.
  • Coordinate long-range target schedules for CBD, DC/FF, and ATA support in alignment with Navy Afloat and Ashore deployment and maintenance cycles, interfacing with Type Commanders and Class Desks.
  • Prepare and update program plans, including Risk Management Plans, Configuration Management Plans, Process Improvement Plans, and Interim Supply Support Plans, supporting programmatic requirements.
  • Attend In-Progress Reviews (IPR), Quarterly Program Reviews (QPR), Integrated Product Team meetings, and other program reviews; prepare presentation materials, meeting minutes, and action items.
  • Collect, collate, and present technical and programmatic data using Microsoft Excel and Microsoft Project to support project evaluations, scope and scheduling initiatives, and decision-making processes.
  • Support shipboard systems maintenance, test and evaluation, field support, and training activities by coordinating resources, schedules, and technical requirements across multiple locations and programs.
  • Develop status reports, analyses, and staff documents for Fleet Offices, including Commander Pacific Fleet and Commander Naval Surface Forces, to support fleet readiness and program evaluations.
  • Provide technical support for program documentation reviews, maintain program schedules to ensure on-time delivery, and coordinate with stakeholders on project milestones and deliverables.
