About The Position

The Lead Project Controls Specialist Scheduling will act as a Master Scheduler for the New York Division SOGR projects and programs, managing the integrated master schedule comprised of project schedule milestones. This role involves developing and updating project milestone schedules, dashboards, and performance reports to enable efficient and effective project delivery. The individual will utilize existing enterprise tools, systems, and work processes to drive effective planning and control across the portfolio.

Requirements

• Bachelor's Degree in Construction Management, Engineering, Science, or a related field.
• Eight (8) years' experience in construction project scheduling and project controls, with at least five (5) years on complex projects over $500 million.
• Five (5) years direct hands-on experience as a scheduler using Primavera scheduling software.
• PMP or PMI-SP certification in good standing.
• Valid Driver's License or ability to utilize alternative transportation.

Nice To Haves

• Experience performing or leading project controls for mid to large capital construction projects.
• Familiarity with multi-discipline railroad infrastructure.
• Experience in preparation of linear schedules and TILOS software.
• Prior experience with Deltek Acumen.
• Capital construction controls experience in the rail industry, oil and gas, energy, or pharmaceutical industry.

Responsibilities

• Ensure compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements.
• Perform project controls tasks in close coordination with project management teams.
• Develop integrated master schedule and master risk register.
• Apply construction scheduling concepts and methodologies to develop schedules for rail-specific work elements.
• Conduct investigations to understand construction means and methods for proper scheduling.
• Collect and compile project performance indicators (KPIs) to support management decisions.
• Integrate external cost and schedule data for accurate performance reporting.
• Develop reporting mechanisms and dashboards about project performance indicators.
• Track potential changes and assess schedule impacts.
• Assist Project Manager with maintenance and baseline reviews of project schedules.
• Support governance and project status review meetings.
• Monitor actuals and review forecasting against budgets.
• Train and mentor junior team members on schedule management and project controls responsibilities.
