Requirements

  • Bachelor's Degree and minimum 9 years of prior relevant experience.
  • Graduate Degree and a minimum of 7 years of prior related experience.
  • In lieu of a degree, minimum of 13 years of prior related experience.
  • 9 years experience in program planning, earned value management, supply chain, risk management, quality control, and production control.
  • 9 years experience in basic business operations and the organizational levers that drive profitable growth.
  • 9 years experience with Microsoft Office (Word, Outlook, Excel, and PowerPoint) and MS Project.
  • 9 years experience with subcontract management on programs for Government and Government Prime contractors.
  • Must be eligible for security clearance.
  • Ability to travel up to 10%.

Responsibilities

  • Manage the cost, schedule, technical, and contractual performance requirements of assigned scope.
  • Utilize Earned Value Management, maintain an integrated master schedule, manage to a technical baseline, and maintain an active and proactive risk management program.
  • Participate in the negotiations of prime contracts and contract changes.
  • Prepare proposals, business plans, statements of work, specifications, budgets and financial terms/conditions of contracts.
  • Establish milestones and monitor adherence to master plans and schedules.
  • Identify program problems and risks and obtain solutions such as resource allocation and contract specification changes.
  • Monitor and assess performance; identify problems and institute corrective actions as required.
  • Identify and manage risk.
  • Develop and maintain positive working relationships with suppliers, including negotiation problem resolution and program risk management.
  • Analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.
  • Manage and evaluate financial and technical trade-off analyses required for scope changes.
  • Identify and pursue alternatives/dual source opportunities to drive affordability and best value.
  • Interact internally with management and Senior Leadership, as well as suppliers, to communicate significant program cost, schedule, performance status.
