About The Position

WSP USA is initiating a search for a F ull-time Lead Professional Commissioning Agent for our Washington, DC office. Other locations considered are Baltimore, MD Provides support to technical staff, engineers, and project managers to validate construction, integrity, operability, and the commissioning of transit systems and facilities projects in the public and private sector. Tasks may include basic assistance with planning, directing, coordinating, testing, and leading commissioning activities. Generates accurate and concise reports and documentation regarding assigned equipment configuration, optimization studies, system functional testing, readiness testing, and the transition from the construction phase to full operations. The candidate will play a key role in shaping the future of regional transit and mobility; work with a team of local experts supported by national specialists and help deliver safe, sustainable, and innovative transit solutions for our communities. WSP USA offers competitive compensation and opportunities for professional growth. Your Impact Lead commissioning activities for transit systems, tunnels, stations, and ventilation networks. Verify performance of mechanical, electrical, and life-safety systems critical to passenger operations. Collaborate with engineers, contractors, and local agencies to ensure safe, reliable transit service. Deliver documentation, testing oversight, and compliance verification throughout project phases. Provide guidance with collecting, compiling, and analyzing data from the physical work site during various construction phases, surveys, blueprints, schematics, data, technical drawings, flow diagrams, computer-generated reports, and other matrices for project energy auditing actions, validation, and commissioning. Perform professional building and system commissioning work by conducting research and inspections of proposed and existing site conditions, equipment, resources, layout, usage, and systems to determine conformance with applicable rules, standards, codes, and installation or operating permits. Develop and oversee configuration, testing specifications, and readiness plans; preparing and updating checklists/punch lists and cost estimates that require coordination with owners, other disciplines, sub-consultants, and clients. Involved from project inception to completion for commissioning work deliverables throughout the various project work phases including concept development, preliminary design, final design, procurement, integration, installation, and operation. Develop and incorporate advanced technologies, monitoring, modeling techniques, design requirements, load calculations, and operating strategies to account for the proper installation and functioning of equipment and systems according to specifications; implementing future-ready solutions with building systems operating standards. Verify site characteristics and provide technical assistance on various design, installation, and integration issues relating to commissioning and retro commissioning of systems including HVAC, steam, compressed air, chilled water, plumbing, and automation. Oversee and monitor cross-functional teams to execute project work on mid-level and/or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost and quantities of materials/equipment/labor, technical calculations, permit applications, schematics, construction, compliance documentation, and regulatory and technical analysis memos. Coordinate, review and approve commissioning and operational plans, ensuring data integrity and work is compliant with all applicable codes, ordinances, and regulations. Maintain quality control standards, document logs of control and equipment functionality testing and verification, and procedures for accurate and precise measurements, calculations, statistical analysis, and reporting. Assist with development and scoping of medium- to large-sized commissioning projects. Prepare comprehensive technical reports and presentations that explain research, findings, and recommendations to navigate, improve, prevent, control, restore, or address design, and/or installation/operational issues or opportunities. Analyze, evaluate, and interpret data obtained during site assessments, offering input with developing action plans for moderate- to high-level risk installation, equipment operations, and/or mitigation activities. Interact with any applicable regulatory agencies, subcontractors, and clients in a confident and professional manner. Collaborate with other professionals, engineers, inspectors, project control, and technicians on public and privately-funded building improvement and development projects, as well as proposal and business development opportunities. Remain current in latest commissioning techniques and practices.

Requirements

  • Bachelor’s Degree in Engineering or closely related discipline or equivalent years of industry experience.
  • 7 to 10 years of relevant post education experience in discipline with prior building and systems commissioning experience.
  • Certification as a Commissioning Agent (CxA) or equivalent credential.
  • Proven experience in transportation or transit infrastructure projects.
  • Strong knowledge of mechanical, electrical, and tunnel ventilation systems.
  • Excellent communication and organizational skills
  • Ability to work on-site in Maryland or Washington, DC
  • Well-developed ability to make technical computations and calculations involving the application of testing and validation, understanding plans and specifications, and making factual comparisons to the appropriate standards or regulations.
  • Ability to plan and conduct inspections and investigations on various aspects of the installation and design of equipment, facilities, and systems.
  • Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.
  • Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
  • Works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.
  • Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from testing results, data collation, load calculations, computations, statistical analysis and arriving at the most effective, economical, and logical solution.
  • Demonstrated effectiveness at coordinating and assertively directing subcontractors and others to consistently complete tasks safely and efficiently.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.
  • Occasional travel may be required depending on project-specific requirements.
