About The Position

The Lead Nuclear Accountability Specialist provides senior-level leadership and subject matter expertise for Nuclear Material Control and Accountability (NMC&A) programs supporting Savannah River Site (SRS) and DOE/NNSA operations. This role is responsible for overseeing site NMC&A program effectiveness, performance testing, assessments, reporting, training, and enterprise software implementation. The position may be performed remotely, with periodic travel to SRS and other DOE/NNSA sites as required.

Requirements

  • Bachelor's degree in a technical or business-related field
  • Accounting concentration preferred
  • Requires 12 years of accounting or nuclear inventory experience OR Advanced degree (MBA or MS) with 2 years of relevant experience OR Eight years of Nuclear Material Control and Accountability experience may be substituted for bachelor's degree requirements
  • Significant experience with Nuclear Material Control and Accountability (NMC&A) at a DOE or NNSA site
  • Strong understanding of DOE nuclear material accounting systems and reporting requirements
  • Experience with Local Area Nuclear Material Accounting Software (LANMAS), including day-to-day accounting and physical inventory reconciliation
  • Comprehensive knowledge of accounting principles as applied to nuclear material tracking
  • General knowledge of chemistry and physics related to nuclear material measurement techniques
  • Strong computer proficiency, including spreadsheet development and complex data analysis
  • Ability to obtain and maintain a DOE Q security clearance
  • Subcontractor must have an approved Facility Level Clearance and active eFOCI registration

  • QMF and/or SQL training
  • Experience developing functional requirements for enterprise software

Responsibilities

  • Lead the Nuclear Material Control and Accountability (NMC&A) Programs Topical Area, including the Site NMC&A Plan, system effectiveness, performance testing, and self-assessments
  • Develop, issue, and maintain the annual NMC&A System Effectiveness Plan and Annual System Effectiveness Report
  • Provide oversight for Manual 14Q NMC&A procedures, including reviews, revisions, and approvals
  • Develop and approve Lines of Inquiry (LOIs) for all NMC&A self-assessment cards
  • Approve NMC&A self-assessment cards and monitor anomalies, documenting results in the System Effectiveness Plan
  • Perform and approve performance tests (PTs) of NMC&A systems
  • Create, coordinate, approve, and act as controller for Enterprise Assessment combined limited notice performance tests (LNPTs)
  • Serve as NMC&A Training Subject Matter Expert, including creating, revising, approving, and teaching NMC&A courses for SRNS and NTC
  • Assist management with budget projections and planning
  • Perform Management Field Observations (MFOs)
  • Develop NMC&A strategies to support new site missions
  • Support the Classification organization on NMC&A-related topics
  • Assist the Vulnerability Assessment Team with Security Risk Assessments (SRAs) and roll-up categorization issues
  • Serve as back-up Site Shipping and Receiving Coordinator
  • Act as the primary NMC&A Subject Matter Expert and point of contact for the International Atomic Energy Agency (IAEA)
  • Approve purchase requisitions
  • Provide feedback and recommendations to management regarding work group performance, training needs, and personnel development
  • May serve as relief or representative for the next immediate level of management
  • Lead development and communication of functional requirements for nuclear material accounting software used across DOE/NNSA sites
  • Lead implementation of approved nuclear material accounting software, including site testing, process alignment, and coordination across the DOE complex
  • Organize, lead, and document acceptance testing for nuclear material accounting software
  • Serve as an expert on nuclear material accounting software and NMC&A processes across DOE/NNSA sites
  • Provide helpdesk support for LANMAS software
  • Support DOE/NNSA sites with nuclear material accounting software implementation and usage
