About The Position

This position is within the Regulatory Team. The Regulatory Team works to align LUMA’s business plan with the public energy policy goals of Puerto Rico and plays a key role for the design, implementation and reporting on key policy initiatives. Regulatory works with all LUMA departments in support LUMA’s compliance and reporting obligations under the Operations and Management Agreement, the energy regulator and other governmental bodies. The team works with multiple external stakeholders and is responsible for the delivery of professional written documents, and verbal reason to support compliance and reporting. The Tariff and Budgets group within Regulatory is responsible for conducting analysis, studies and projections related to customer rates and annual budgets as well as interacting with LUMA departments to provide updated discussions of LUMA’s activities. The primary function of this role is to conduct, manage and coordinate planning, research and forecasting activities necessary for LUMA Energy’s regulatory, ratemaking and demand-side planning, operations, customer service and planning functions. The individual will be personally responsible for performing detailed economic and demographic research, surveys, data collection, processing and analysis and studies to develop short, medium and long-range electricity forecasts. The individual will perform extensive modeling and algorithms, produce reports and forecasts and be able to communicate the results in English. The role includes broad engagement with individuals, organizations and data most relevant to forecast development and requires the clear communication of data sources and methods, analytical techniques, forecast methodologies and sensitivity analyses.

Requirements

  • Bachelor’s degree in Math, Engineering, Economics, Commerce or Business, or related field.
  • 7 years related work experience in detailed, multi-variable analytical role.
  • A good understanding of the electric utility model, or other heavily regulated industries, previous experience working at a T&D utility an asset.
  • Demonstrated knowledge and understanding of regulatory principles, statistical analyses, forecasting and data analyses.

Responsibilities

  • Handles varied and complex projects, analyses and statistics.
  • Performs detailed analyses regarding relationships between usage and other factors, new forms of generation, uses scenario planning and sensitivity analyses to assess risks.
  • Leads effort to review and validate data inputs and works with teams to correct data errors.
  • Analyzes and model customer behavior, including economic and demographic research, surveys and data collection.
  • Review, update and maintain loss assumptions and calculations.
  • Measure on a regular basis the accuracy of short, medium and long-term usage forecasts versus actuals.
  • Maintains documentation on processes.
  • Prepares reports on economic indicators for executive management.
  • Supports various business functions throughout the company with forecasting analyses and works closely with members of the finance team in explaining forecast changes and variances.
  • Researches and proposes new data sources, methods, and analysis techniques and recommends improvements.
  • Identifies causes for load forecast errors outside the target range and develops solutions to improve accuracy.
  • Clearly and transparently communicates drivers of load forecast errors and reports variances in English.
  • Periodically performs major storm restoration work and associated drills as assigned.
