About The Position

To ensure the timely and proper processing of gaming licenses and registration for Quapaw Nation gaming operation employees and vendors. The Lead Licensing Agent is responsible for conducting background investigations in connection with the licensure and registration of vendors and employees of the Gaming Enterprise. The Lead Licensing Agent reports directly to the Manager of Licensing & Enforcement and is responsible for adhering to all applicable background investigation, licensing, and registration policies and procedures as required by the Quapaw Nation Gaming Ordinance, federal and tribal gaming regulations, and the Tribal-State Compact.

Requirements

  • Must have either a college degree from an accredited college or university; high school diploma/GED with 1-3 years of gaming experience; or any combination of education, professional training, or business experience which demonstrates the ability to perform the essential functions of this position.
  • Must have the ability to read, analyze, and interpret rules, regulations, and policies and procedures.
  • Must be proficient in writing routine reports and business correspondence.
  • Strong communication skills are a necessity for this position.
  • Must be able to speak effectively before groups of employees.
  • Must be physically able to perform the essential functions of the job.
  • While performing the duties of this job, the employee is regularly required to sit and stand; reach with hands and arms; write, review, and type reports; compile data; operate a computer; communicate; listen; and assess information.
  • Must be organized, have excellent typing skills, and be highly proficient in computer applications, including Microsoft Office and other data programs.
  • The gaming agency staff shall refrain, at all times, from participating in any gaming activities at the casino or any other gaming establishment under the Gaming Agency authority and shall not handle any matter in which an applicant or subject is a member of his or her immediate family or is an entity in which he or she has a pecuniary interest.

Responsibilities

  • Determines type of license or registration required.
  • Receives and maintains sensitive and confidential information and files.
  • Reviews gaming license and registration application forms and any other supplemental information for completeness and obtains additional information from applicant as needed.
  • Conducts background investigations to determine an applicant’s suitability for licensure or registration.
  • Verifying information obtained.
  • Verify character references and previous employers.
  • Verify licensure and registration status for vendor and employee applicants with other gaming jurisdictions.
  • Review the applicant’s criminal history and credit reports.
  • Conducts criminal history check in accordance with all applicable regulations for Key Employee and Primary Management Officials of the Gaming Enterprise.
  • Review any other information needed to assess the applicant’s suitability.
  • Prepare investigative summaries based on background investigation results and submits such summaries to the Manager of Licensing & Enforcement for review.
  • Make recommendations concerning an applicant’s suitability for licensure or registration.
  • Monitor compliance with license and registration application renewal and update requirements and assists in the investigations of incidents or alleged violations.
  • Assists as needed with file reviews with HR departments of the Gaming Enterprise in compliance with the Gaming Ordinance and established policies and procedures.
  • Presents vendor and employee licensing and registration files to the Quapaw Nation Gaming Commission (QNGC) as needed.
  • Prepares notices of licensure for submission to the National Indian Gaming Commission as needed.
  • Assists with development and revisions of written instructions and procedures for the Licensing Department.
  • Leads the training of new vendor and employee Licensing Agents.
  • All other duties as assigned.
  • May attend professional meetings, pertinent workshops and serve on organization-wide and professional committees as directed.
