About The Position

Lead LDAR MOC Technician(Method 21 | Refinery | Chemical Plant) PROtect LLC is seeking a Lead LDAR MOC Technician to support refinery and chemical plant operations. This role is responsible for leading Management of Change (MOC) efforts, overseeing inventory accuracy, ensuring regulatory compliance, and supporting EPA Method 21 monitoring programs. This is a hands-on leadership role for someone who can operate independently in the field while guiding technicians, maintaining data integrity, and partnering with site leadership to drive compliance. Position Overview The Lead LDAR MOC Technician oversees MOC tracking and inventory management within LDAR, BWON, and regulatory programs. This role ensures all equipment changes are accurately captured and compliant while serving as a subject matter expert for field technicians and site leadership.

Requirements

  • 5+ years of LDAR experience in refinery or chemical plant environments
  • Proven experience handling MOC processes and inventory management
  • Strong knowledge of EPA regulations (Method 21, 40 CFR 60/63, Subpart QQQ)
  • Experience with BWON and Consent Decree programs
  • Hands-on experience with TVA and electronic data collection systems
  • Ability to read and interpret P&IDs
  • Proficient in MS Office (Excel, Word)
  • Strong QA/QC knowledge and data validation experience
  • Ability to work independently and lead field activities
  • Must be willing to wear respiratory protection for extended periods
  • Ability to work outdoors in industrial environments
  • Willingness to work overtime and weekends as needed
  • Periodic out-of-town travel may be required
  • Reliable transportation required

Responsibilities

  • Lead identification and processing of completed MOCs in the field
  • Oversee and validate additions, updates, and removals in LDAR databases
  • Ensure compliance with EPA Method 21, 40 CFR 60/63, Subpart QQQ, BWON, and AVO programs
  • Perform and support leak monitoring, re-monitoring, and inspections
  • Conduct QA/QC audits, data reviews, and Consent Decree compliance checks
  • Review and approve daily monitoring data uploads for accuracy and completeness
  • Act as the primary point of contact during regulatory inspections and audits
  • Communicate leak findings and compliance updates with plant operations and maintenance teams
  • Read and interpret P&IDs to verify system changes and equipment accuracy
  • Train and mentor LDAR technicians on MOC processes, monitoring techniques, and compliance standards
  • Support and guide use of TVA, electronic data collectors, and OGI/IR technologies
  • Identify process improvements and drive efficiency within LDAR/MOC programs
