About The Position

The Lead GEOINT Standards Developer will work in collaboration with the National System for GEOINT (NSG) and the Allied System for GEOINT (ASG) community membership, international partners, and other members of the GEOINT & IT Standards Division to ensure current and updated standards content of information and web service standards meet capability delivery dates for NGA and NSG initiatives and solution providers. The Lead GEOINT Standards Developer will serve as a Subject Mater Expert (SME) on development of GEOINT Standards with the objective of facilitating compliance and interoperability through integration of NSG and ASG requirements while reducing technical and schedule risk associated with Open Geospatial Consortium (OGC) Web Services.

Requirements

  • Have expert-level working experience (10 years or more) developing GEOINT Standards.
  • Have a Bachelor’s degree in technical or scientific fields such as Engineering, Physics, Mathematics, Operations Research, Engineering Management, Computer Science, Information Technology, Management Information Systems, Image Science or related STEM degree program.
  • Have at least five (5) years of experience with the development and implementation of standards related to geographic information, metadata, geography, GML, application schemas, schema implementation & registries.
  • Have experience with OGC data & web service standards and implementation.
  • Have expertise in UML, XML, XML Schema, JSON, and JSON Schema.
  • Have familiarity with NGA mission, products, and role in the NSG community.

  • Leadership and contacts in the U.S. and international Defense and Intelligence community.
  • Expert level technical writing from start to finish, document publication and presentation skills.
  • Application schemas, schema implementation, conceptual data modeling and model encoding.
  • Knowledge of `GML XML schema, and JSON Schema is not essential, but ability to learn and apply these encodings is essential.
  • Use of Geospatial information systems and clients, experience in the exchange and dissemination of geospatial data.
  • Knowledge and experience with multiple geospatial data formats, APIs, web-based HTTP interfaces, data model definition, open-source software use.
  • Use of digital collaboration and documentation tools (SharePoint, Jira, Confluence).
  • Able to work in a cross-domain environment, collaborate with and monitor multiple chat and email forms of communication, utilize PKI signatures, understand attribute-based access control.
  • Open API definition and access, use of GitLab and/or GitHub for development and collaboration, and the concepts of continuous integration and development (CI/CD).

Responsibilities

  • Serve as a Subject Mater Expert (SME) on development of GEOINT Standards with the objective of facilitating compliance and interoperability through integration of NSG & ASG requirements while reducing technical and schedule risk associated with Open Geospatial Consortium (OGC) Web Services.
  • Ensure current and future GEOINT standards will satisfy capability requirements at the program and strategic level across NGA, the NSG, and ASG.
  • Develop capability-based standards profiles and reference architectures to enable search, discovery, access, retrieval, integrated intelligence, and advanced analytics.
