About The Position

The Workforce Group, a LEMOINE company, is seeking an experienced Lead Financial Manager to serve as Key Personnel supporting the Administration for Children and Families (ACF), Office of Human Services Emergency Preparedness and Response (OHSEPR) under the U.S. Repatriation Case Management and Financial Support Services Program. The Lead Financial Manager will direct all financial management, compliance, and reporting activities for the program, ensuring strict adherence to federal regulations, fiscal accountability, and transparency. This role requires deep expertise in government and nonprofit financial management, grants oversight, and audit compliance. As part of the ACF/OHSEPR Repatriation Case Management and Financial Support Services Program, this position may require travel and is contingent on contract award, with salary subject to change.

Requirements

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field is required.
  • At least 6 years of financial management experience in government or nonprofit sectors is required.
  • Strong knowledge of federal grants management and financial compliance.
  • Deep understanding of federal accounting, budgeting standards, and reporting requirements.
  • Proven experience reviewing and validating financial assistance applications and invoices.
  • Expertise in financial auditing procedures and federal audit compliance.
  • Skilled in analyzing financial data to identify errors and implement corrective actions.
  • Ability to prepare financial statements, forecasts, and business activity reports.
  • Proficiency in budgeting, accounting, and financial planning to support federal program operations.
  • Experience monitoring financial details to ensure compliance with federal law and program policies.
  • Leadership experience supervising financial staff and overseeing complex fiscal operations.
  • Experience conducting financial research and resolving discrepancies.
  • Ability to design, establish, and manage integrated financial management systems to support program oversight and reporting.
  • Advanced proficiency in MS Excel (advanced formulas, pivot tables, and data validation).
  • Knowledge of Section 508 compliance and demonstrated ability to prepare 508 -compliant financial and reporting products.

Nice To Haves

  • Certified Public Accountant (CPA) credential and prior experience with financial management of federal contracts, grants, or emergency/human services programs is preferred.

Responsibilities

  • Lead financial management operations in support of the U.S. Repatriation Program, ensuring compliance with federal regulations, OHSEPR policies, and contract requirements.
  • Oversee the review, validation, and processing of financial assistance applications and invoices from federal partners, states, grantees, and service providers.
  • Manage loan waiver and deferral requests, analyze submissions, and prepare recommendations for OHSEPR determinations using approved templates.
  • Develop and maintain an integrated financial management system that supports budgeting, accounting, financial reporting, and audit readiness.
  • Prepare and review financial statements, forecasts, and business activity reports to inform program planning and decision -making.Lead financial audits (annual and ad hoc), ensuring timely resolution of discrepancies and implementation of corrective actions.
  • Supervise and mentor financial analysts, providing oversight on reporting, budgeting, and compliance monitoring activities.
  • Track and report program expenditures, including temporary assistance funds, high -cost requests, and loan repayment data in OHSEPR’s designated case management system.
  • Coordinate closely with the ACF/OHSEPR Program Manager, Contracting Officer’s Representative (COR), and other federal stakeholders to ensure timely, accurate, and Section 508 -compliant financial reporting.
  • Support the development of the Program Management Plan (PMP), Quality Control Plan (QCP), and financial sections of monthly, quarterly, and annual reports.
  • Performs other job -related duties as assigned.
