About The Position

L3Harris Technologies is seeking a talented Engineering Services employee who will work as part of the Operations team supporting the Surveillance Broadcast Services Program. The SBS Program provides ADS-B-based surveillance information to FAA and is required to track and meet certain performance metrics using commercial network systems. This position is responsible for leveraging SBS Program applications and systems to monitor and report on service delivery performance to L3Harris and FAA Management. They will understand and apply applicable network performance management processes for all deployment systems throughout the National Airspace System (NAS) in support of FAA.

Requirements

  • Bachelor’s Degree and minimum of 9 years of prior relevant logistics or project management experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related logistics or project management experience.

Responsibilities

  • Maintain/track daily updates regarding system failures, system performance and performance metrics for both ADS-B radio stations and FAA Service Delivery Points. TPM Reporting must have the ability to confirm and present evidence supporting their outage conclusion, including network performance management processes.
  • Update performance tracking presentation for FAA and L3Harris management covering current-month outages and performance issues.
  • Develop corrective action plans in response to FAA requests and track completion of each planned effort.
  • TPM Reporting Lead shall coordinate with multiple program teams (Tier 1 NOC, Tier 2 technicians, SBS engineering and network engineering) performing artifact analysis for all outages where service gaps are indicated but ‘no service outage’ was declared. Effort includes providing clear and unambiguous evidence supporting the outage times defined by L3Harris.
  • Lead and manage the outage investigation process with support of L3Harris Engineering Modeling and Analysis team.
  • Create and deliver on-time monthly CDRL documents to FAA to document system performance. TPM Reporting Lead is responsible for meeting monthly deadlines and updating status to L3Harris Management.
  • Communicate and coordinate network and system performance to L3Harris and FAA management. Tasks include: Obtain the technical performance proof and adjust impact and cause statements in the reports accordingly Track analysis requests and collect results to be incorporated into the report deliverable Drive the investigation/analysis process workflow across multiple elements of the organization as well as generate the TPM Outages and Deviation report deliverables at the end of the month
  • Interface and maintain good relationship with FAA Second Level Engineering (SLE). Responsibilities include reaching agreement with FAA on outage reconciliation on a monthly basis, which drives SBS program financial performance by minimizing disincentives.
  • Communicate and interface regularly with internal/external customers and program management
  • Responsible for developing process and procedure documentation, with special focus to identify and implement process improvement opportunities throughout the program performance tracking lifecycle. This will involve coordinating processes between Tier 1 NOC, Tier 2 technicians, SBS engineering and network engineering.
  • Obtain and maintain an FAA Public Trust clearance.
