About The Position

The Lead Elections Specialist (Ballot Processing) oversees and coordinates critical functions within ballot processing operations, including the use of specialized election equipment, system management, and supervision of election judges and temporary employees. This position ensures accuracy, integrity, and efficiency in the handling, verification, and tracking of voted ballots in compliance with state and federal election laws. The Lead Elections Specialist (Ballot Processing) is responsible for managing ballot processing systems such as the Agilis mail ballot sorter, eCure/eSign ballot cure systems, and the Ballot Information Tracking System (BITS). Additionally, this position oversees ballot removal processes, coordinates with election vendors and maintenance providers, and contributes to continuous improvement initiatives across the Elections Division. This position requires technical expertise, leadership, and strong organizational and communication skills to maintain smooth, transparent, and compliant ballot processing operations. Generally, the hiring range is $49,916-$62,395 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary. Requirements

  • HS Diploma or GED and two years of Elections-related experience is required.
  • Minimum of 3 years customer service experience required.
  • Ability to meet continuing education requirements set by the State, County, and the Clerk & Recorder’s Office.
  • Ability to meet technical training requirements due to legislation and business need.
  • A combination of education and experience may be considered.
  • Must have and maintain a valid Colorado Driver’s License and complying Colorado Insurance.
  • US citizenship required.
  • Must pass state and/or national criminal background check annually.
  • Sworn as an agent of the Douglas County Clerk and Recorder’s Office to discharge duties conveyed by CRS 1-1-110; registered to vote in Colorado.
  • Must obtain Secretary of State Election Certification within 1 year from date of hire and maintain certification.

Responsibilities

  • Manage the operation of the Agilis ballot sorting equipment, including system setup, calibration, troubleshooting, and coordination of maintenance or service needs.
  • Oversee the secure and accurate removal of ballots from envelopes, ensuring chain-of-custody protocols and process documentation are strictly followed.
  • Responsible for ballot batch management including receipt, challenge status, approval, and rejections in the Colorado statewide voter registration system.
  • Coordinate and collaborate the ballot workflow process from moment of receipt through signature verification, audit results, ballot removal, and tabulation.
  • Manage the ballot cure process, including use of eCure and eSign systems, ensuring compliance with state requirements for voter notification and ballot resolution.
  • Serve as the primary point of contact for vendor coordination and equipment maintenance related to ballot printing and processing, ensuring timely and effective servicing, updates, and communication regarding operational issues.
  • Supervise, assign, and evaluate the work of election judges and temporary employees. Provide training, coaching, guidance, and feedback to ensure quality, consistency, and compliance with standard operating procedures.
  • Participate in oversight and data validation related to ballot tracking and reporting.
  • Performs and monitors statutory and non-statutory responsibilities to ensure compliance with office policies and procedures, County policy, state statute, and federal regulation.
  • Foster effective communication across teams and with the public when required, demonstrating professionalism and integrity in all interactions.
  • Creates, revises, and maintains standard operating procedures to perform role specific functions and to support the team.
  • Reviews and revises communications, standard operating procedures, training materials, and other documentation as needed.
  • Administers state election laws and rules, and federal election laws to provide successful voting experience to staff and public.
  • Implements quality assurance measures to ensure processes and procedures are tested to evaluate for potential improvement and accuracy. Participates in continuous improvement initiatives and projects as assigned.
  • Lives out the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.
  • Establishes and maintains effective working relationships with employees, departments, agencies, vendors, and the public.
  • Performs other duties as assigned; works in any Clerk and Recorder division when necessary.
