Overview Nakupuna Prime is seeking a Lead Developer to provide technical leadership and hands-on development oversight for the U.S. Navy’s Total Force Manpower Management System (TFMMS). This role leads day-to-day software development and sustainment activities for a mission-critical enterprise application that supports Navy manpower and organizational management across secure environments. The Lead Developer guides technical implementation, ensures software quality and security, and coordinates development activities to support reliable system operations and continuous capability delivery. Responsibilities The following reflects management’s definition of essential functions for this job but does not restrict the tasks that may be assigned. Lead technical design, development, enhancement, and sustainment of enterprise software components supporting manpower and organizational management functions. Provide day-to-day technical direction to development team members, ensuring consistent coding standards and effective implementation of system changes. Design and review software solutions implemented using Java, PL/SQL, JavaScript, HTML5, and workflow technologies. Coordinate integration, validation, and regression testing to ensure software changes function correctly across dependent systems and interfaces. Guide the application of secure coding practices and oversee remediation of vulnerabilities identified through security reviews and automated scans. Support resolution of complex application issues and lead root-cause analysis for recurring defects or performance issues. Maintain source code integrity and technical artifacts using Government-approved version control and configuration management tools. Participate in Agile development activities, including planning, backlog refinement, demonstrations, and retrospectives. Coordinate deployment activities and post-release verification to ensure successful delivery of new or updated capabilities. Collaborate with engineers, cybersecurity personnel, testers, and functional stakeholders to align technical solutions with mission needs. Ensure compliance with Department of Defense and U.S. Navy security, access control, and data handling requirements. Qualifications Skills/Qualifications: The candidate must be self-motivated, pay close attention to detail, and have good oral and written communication skills. Demonstrated experience leading software development efforts for enterprise-scale applications. Hands-on experience designing and implementing database-driven web applications. Experience guiding development teams in secure Government operating environments. Certifications may be required in line with DoDD 8140 (e.g., Network+ CE, Security+ CE, CASP CE) to include Required developer, system, or privileged-access certifications necessary to perform assigned duties. Education and Experience: The following are desirable levels of experience: Bachelor’s degree in any technical or managerial discipline is preferred. A minimum of ten (10) years of professional experience desired Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain and maintain an active Secret clearance. An interim is required before receiving a formal job offer. Work Location: Remote within the Continental US or Hawaii. Ability to travel to or occasionally work in Arlington, VA preferred. Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation: Ability to perform repetitive motions with the hands, wrists, and fingers. Ability to engage in and follow audible communications in emergency situations. Ability to sit for prolonged periods at a desk and working on a computer.
