The Indo-Pacific Regional Operations Department (N554) works with U.S. Indo-Pacific Command (USINDOPACOM) and the Military Service Components on-island to inform warfighter requirements and Concepts of Operation (CONOPS), and provides Command, Control, Communications, Computers, and Intelligence (C4I) systems acquisition, engineering, and integration support to the Department of War (DoW) and U.S. Allies in the Pacific Theater. N554 is a dynamic and forward leaning organization that provides direct connections to warfighters. These direct connections allow staff to monitor and participate in current operations and exercises. A key output of this access is the ability to inform technology innovation and capability analysis with operational domain expertise. N554 operational depth and warfighter access has generated considerable expertise in the development and analysis of CONOPS, mission threads, use cases, and operational requirements. The Department establishes links between DoD sponsors and Coalition Partner development activities. N554 is on the cutting edge of current operations and is a major thought leader in force modernization. Roles and Responsibilities: N554 is seeking a highly versatile and experienced Acquisition Professional to join MITRE’s team supporting USINDOPACOM in Honolulu, Hawaii. Candidates for this position should have a strong background in warfighting acquisition and requirements development processes. MITRE aims to deliver quantifiable mission value and operational impact to the warfighter – primarily by transitioning technical innovation of new ideas and solutions to fieldable capabilities. We collaborate with acquisition stakeholders, technology innovators, operational analysts, and other mission partners to accelerate the delivery of needed capabilities to operational and tactical level warfighters across the joint and combined force. Successful candidates will have a strong background in DoW acquisition processes, working knowledge of Joint Staff Requirements processes, the ability to evaluate capability maturity, and the experience necessary to advise USINDOPACOM in acquisition transition development and execution. Qualified candidates will need to assess risks associated with strategic alignment, operational need, capability maturity, acquisition timelines, and resource constraints to recommend executable courses of action for UNSINDOPACOM and to transition proposed capabilities into operations.

Requirements

  • Typically requires a minimum of 8 years of related experience with a B.S degree in Engineering, Computer Science, Math, Physics, or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience
  • Demonstrated knowledge and experience in DoW acquisition program management
  • Working knowledge with US government procurement, and contracting processes, policies, and procedures
  • Understanding of DoW budget cycles and resourcing policies
  • Familiarity with DoW military missions, requirements, and gaps
  • Ability to align capability to appropriate acquisition outcomes
  • Demonstrated skills and experience in presenting complex analytical recommendations both verbally and in writing
  • Ability to work as either an independent performer and as part of a team
  • Effective and influential oral communications skills
  • Prior experience working day-to-day in government-controlled DoW spaces
  • Active Top-Secret Clearance with the ability to obtain and maintain a TS/SCI
  • U.S. Citizenship required
  • This position requires a minimum of 50% hybrid on-site

Nice To Haves

  • 10+ years of experience with the DoW acquisition system (or Master’s and 8+ years)
  • Understanding of acquisition program new starts and early phases of acquisition program execution
  • Understanding of Joint Staff requirements development and validation process
  • Acute awareness of DoW acquisition and Joint Staff requirements reform efforts, to include impact on current processes
  • Familiarity with industry engagement initiatives to accelerate warfighting capability
  • Ability to assess capability maturity to recommend acquisition outcome
  • Experience as a U.S. Government Contracting Officer or Contracting Specialist (FAC-C or DAWIA) or Program Office Procurement Officials (FAC-COR, FAC-P/PM or DAWIA), Certifications are desired but not required
  • Active TS/SCI

Responsibilities

  • Working with acquisition executives, program executive offices, operational community, MITRE SMEs, and external stakeholders to develop integrated transition strategies for entry into the warfighting acquisition system (e.g., JUON/JEON, acquisition and non-acquisition Program of Record, Adaptive Acquisition Framework, OT Consortiums, Stakeholder Summits, Industry Engagements)
  • Leading government sponsors in acquisition transition strategy development, including the development of acquisition and requirements packages/documentation
  • Evaluating the maturity of capabilities (e.g., Transition Maturity Framework) to recommend appropriate transition venues with corresponding resourcing opportunities and approaches to validate requirementsResponding to acquisition policy-related inquiries and providing necessary guidance
