About The Position

The Lead Contract Specialist at the Minnesota Pollution Control Agency (MPCA) is responsible for providing technical expertise and guidance on professional/technical (P/T) contracts. This role involves overseeing and improving the existing contracts program, defining contract needs, soliciting and evaluating proposals, drafting contracts, and managing complex contract issues. The position plays a critical role in developing, evaluating, and implementing policies and procedures related to P/T contracts, ensuring compliance with relevant statutes and administrative rules.

Requirements

  • Three years of professional P/T contract development experience, including drafting and negotiating contracts.
  • Experience interacting with recipients and applying human relations skills to persuade and collaborate with others.
  • Proficiency with Microsoft Office Suite, including editing reports and managing spreadsheets/databases.
  • Strong oral and written communication, interpersonal, project management, and problem-solving skills.

Nice To Haves

  • Demonstrated project management and leadership skills to manage multiple projects simultaneously.
  • Experience in the state P/T contracting process, including interpreting state and federal laws and regulations.
  • Experience identifying inefficiencies in P/T contracts and recommending alternatives.
  • Understanding of different types of contractual agreements, including P/T contracts and master contracts.
  • Knowledge of software collaboration tools like SharePoint and Statewide Integrated Financial Tools (SWIFT).

Responsibilities

  • Provide technical expertise and guidance on P/T contracts to agency management and staff.
  • Oversee, manage, and improve the existing contracts program.
  • Define contract needs with business units and solicit proposals.
  • Evaluate requests for proposals (RFP) and make vendor selection recommendations.
  • Draft contracts, negotiate terms, and manage contract amendments.
  • Manage complex contracts for the MPCA and provide analysis and policy direction.
  • Lead efforts to develop, evaluate, and implement policies and procedures for P/T contract development.
