About The Position

The Lead Construction Specialist is a key role within the City of Woonsocket's Lead Hazard Reduction Program, responsible for inspecting residential properties for lead hazards and overseeing lead abatement projects. This position involves managing contractor bids, ensuring compliance with safety regulations, and acting as a liaison between property owners and contractors. The specialist plays a crucial role in maintaining project budgets and ensuring that all work meets city, state, and federal standards.

Requirements

• Five years of experience in housing construction or rehabilitation, project cost estimation, and lead abatement specifications writing.
• Thorough knowledge of lead inspection reports and building plans.
• Knowledge of State and Federal Lead Based Paint regulations.
• Possession of any required licenses, training, or certifications as mandated by law.
• Ability to make independent decisions at construction sites regarding proper procedures and practices.
• Valid driver's license and ability to operate a vehicle safely.

Nice To Haves

• College education in a related field may substitute for experience on a year-for-year basis.
• Familiarity with building inspection and code enforcement.

Responsibilities

• Conduct field inspections to write construction specifications for lead abatement and rehabilitation work.
• Prepare cost estimates for repairs to be included in construction specifications.
• Conduct site walkthroughs with contractors prior to bidding and accept bids on behalf of property owners.
• Monitor progress, quality of work, and compliance of contractors according to specifications and regulations.
• Make routine drive-by inspections of construction sites and require corrections if necessary.
• Act as a mediator between property owners and construction contractors.
• Communicate and collaborate with City staff, sub-grantees, and others to ensure completion of project scopes.
• Assist with project budgets, obtaining authorizations, and completing necessary paperwork.
