About The Position

The DGS Division of Construction Management for Special Projects and Division of Capitol Square Services are seeking experienced professionals to serve as Lead Construction Project Managers. These roles are responsible for overseeing a team of Construction Project Managers and directing the planning, budgeting, design, and construction of capital outlay projects, as well as facility maintenance, renovation, and construction projects across the Capitol Square Complex. The positions also ensure that all projects comply with applicable DGS policies and procedures so that annual permits can be properly reviewed and approved. Each Lead Construction Project manager will aim to deliver high quality, cost effective and timely services that enable state agencies to conduct business efficiently in a safe and healthful environment. This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule (telework up to 1 day/week) after 6 months of satisfactory performance and completion of an approved telework agreement.

Requirements

  • Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment).
  • Professional Engineer or Registered Architect licensed in Virginia (or the ability to be licensed in Virginia within one year of employment).
  • Substantial experience with construction management and administration, including experience with construction practices and delivery methods and their associated contracts/requirements for a variety of facility types, sizes, and uses.
  • Experience with full-cycle project management for significant construction, renovation, and maintenance projects, including experience in project budget controls and reporting.
  • Significant experience reviewing, interpreting, and evaluating full sets of building plans, specifications, and construction methods and procedures for compliance with building codes and policies.
  • Demonstrated ability to draft clear, concise reports and communicate effectively orally and via clear written reports with management, staff consultants, contract professionals, paraprofessionals, and/or service/maintenance personnel.
  • Excellent interpersonal skills, including the ability to work well with all levels of internal management and staff, as well as outside clients and vendors.
  • Excellent organizational and time management skills.
  • Strong computer skills, including experience with word processors, spreadsheets, and electronic document review software (ex: BlueBeam, Adobe).

Nice To Haves

  • Certified Construction Manager (CCM) or Project Management Professional (PMP) certification.
  • Experience working with the DGS Construction & Professional Services Manual, Virginia Uniform Statewide Building Code, and other codes used in Virginia building design and construction.
  • Considerable facilities management experience.
  • Considerable experience with capital outlay projects.
  • Experience in selecting, negotiating, and managing professional service contracts.
  • Experience managing a variegated professional staff, including experience training, mentoring, coaching, and managing the performance of staff.
  • Experience with BlueBeam.

Responsibilities

  • Provide oversight and leadership for Project Managers for capital outlay, maintenance reserve, and/or non-capital construction projects as assigned.
  • Ensure that projects are planned, designed, constructed, and managed according to the policies and procedures of the Construction and Professional Services Manual for Agencies.
  • Develop project scope of services as required on assigned projects, including FF&E requests that may require design modifications, and work with the Procurement Office to obtain professional consulting services, non-professional services, and construction services required for projects.
  • Manage permit submission, review, approval, and renewal process with the authority having jurisdiction (AHJ) or permitting authorities as required to ensure timely receipt of permit.
  • Work to resolve conflicting program requirements, design review comments, and budget concerns.
  • Perform design and constructability reviews, and leads construction phasing and logistics planning for assigned projects.
  • Review change orders, schedule of values, design/construction schedules, monthly project reports, and monthly pay requests, and works with A/E to identify, negotiate, and recommend approval of construction change orders.
  • Prepare budgets for projects utilizing the resources of contract consultants and/or DEB Cost Reviewers, and maintain the records of expenses charged to projects to assure project expenditures are within budget limitations.
  • Develop schedules for the planning, design, and construction of all projects and construction programs.
