About The Position

The Lead Civilian Pay Technician (CPT) plays a crucial role in overseeing the civilian pay program at the John J. Pershing VA Medical Center. This position involves leading subordinate CPTs, ensuring the timely and accurate processing of payroll, and addressing complex payroll issues. The Lead CPT collaborates with various stakeholders, including HR and finance personnel, to maintain effective payroll operations and provide guidance on payroll-related matters.

Requirements

  • U.S. Citizenship is required to apply for this job.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must have one year of specialized experience equivalent to at least GS-6 level in the Federal service.
  • Ability to train and assist timekeepers and supervisors in payroll processes.
  • Broad knowledge of conducting audits and resolving payroll discrepancies.
  • Advanced knowledge in VISTA and other finance-related automated systems.

Nice To Haves

  • Experience in a supervisory role within a payroll or finance department.
  • Familiarity with VA payroll systems and regulations.

Responsibilities

  • Distribute and balance workload among CPTs according to established workflow.
  • Ensure timely accomplishment of CPT workload and oversee work assignments of subordinate CPTs.
  • Maintain records of work accomplishments and time expended.
  • Provide data, reports, guidance, and resolution to complex payroll issues.
  • Independently research and respond to complex pay and leave inquiries from various stakeholders.
  • Collaborate with the Deputy Chief Financial Officer to develop resolutions for payroll errors.
  • Discuss payroll resolutions with HR leadership, supervisors, and union representatives.
  • Assist subordinate CPTs with complex payroll actions and review completed work for compliance with procedures.
  • Develop written procedures when established procedures are lacking.
  • Communicate changes in leave and pay policies to timekeepers and supervisors.
