About The Position

Seeking a Lead Business Analyst Project Controls to support our federal government client in Aiken, SC. The Contractor will be responsible for leading the organization, development, implementation, maintenance and accountability of total project controls, financial analysis or estimating applications designed to provide management with the total capability of maintaining planning, scheduling, financial analysis and cost control throughout the life cycle of a very complex or unique project or program. Responsible for performing highly complex Project Control activities and/or supervising the overall Project Controls effort for a project or assignment. Plans and executes the Project Controls requirements for a project including, but not limited to: Develops, implements, and directs the total Project Controls program on projects/major work scopes Demonstrate creative ability and knowledge in the development of project baseline plans, milestone schedules, work breakdown structures and spend plans to establish optimum conditions and effective utilization of resources and facilities, including equipment, manpower, and funding. Innovate new project control concepts utilizing demonstrated personal expertise and leadership in the functional area of project control including the development of advanced system applications. Provide state-of-the-art technical project control expertise to guide subordinates in the development of highly complex multi-project integrated area project analysis and problem correction. Analyzes variances in cost and schedule performance against the plan, and communicates the reasons for the issuance of variance and proposed mitigation plans to Management Maintains working knowledge of the functionality of Site Business systems Responsible for providing technical and administrative direction, coordination, evaluation, training and coaching to a team of Project Controls specialists Perform personnel performance evaluations and counseling Assist in personnel selection and training as directed. Initiates and/or participates in developmental activities Develops and delivers training programs in Project Controls systems and methods Prepares and presents financial information in appropriate format to senior client management Leads project cost reviews / schedule meetings Additional Duties: Handle all logistics between Ideagen and client including personnel onboarding, obtaining PIV cards/badges, ordering computer equipment, granting system access, etc. Ensure that computer account access is maintained for Ideagen personnel Maintain schedule to keep track of project progress and resources (Ideagen and all site tenants) Coordinate periodic in-person meetings between Ideagen and SRS team members, arrange for dates and location, etc. Coordinate project resources (Ideagen and all site tenants) in the planning and performance of module testing (Conﬁguration, UAT, etc.) Assist in the testing and training development of conﬁgured modules Participate in the conﬁguration review testing of the modules Coordinate discussion to resolve project board items Assist in communication and general statuses between EPS (classiﬁed / non-classiﬁed sides) and STAR Participate in EPS status meetings for classiﬁed side and non-classiﬁed side Plan, coordinate, and oversee implementation of all testing activities prior to the go-live phase for STAR replacement Testing to include, module, comprehensive, and acceptance testing, coordinate ﬁxes with Ideagen Application Engineers, and ensure retesting veriﬁes successful ﬁxes to the issues identiﬁed

Requirements

Possesses strong personal computer skills
Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties
Possesses considerable practical experience in the use of the Site Business systems
A comprehensive knowledge and understanding of project management and cost and schedule control at the tactical level would be necessary, along with a knowledge of operations, maintenance, or project startup and construction
Highly experienced in Primavera P6
Master's degree in business / construction management / technical / engineering or a related area and 8 years of practical experience. OR Bachelor's degree in business / construction management / technical / engineering or a related area and 10 years of practical experience would be considered equivalent. OR An associate's degree and 13 years of practical experience would be considered equivalent. OR A high school diploma and 17 years of relevant experience would also be considered equivalent
US Citizenship is required to perform this government contract
The Candidate must be able to obtain and maintain a DOE “Q” security clearance

Nice To Haves

Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years
BS Engineering or Business Administration
Require working knowledge of Ideagen/DevonWay iCAS EPS and Issues Management and related modules
Review/Approve; Level I and Level II Purchase Requisition
