Basic Eligibility For A Position With The NRO You must be a U.S. Citizen You must be 18 years of age or older You must be able to obtain and maintain a TS/SCI security clearance You will be subject to pre-employment and periodic drug testing You will be subject to pre-employment and periodic polygraph examinations Where You Will Work The position is assigned to Business Plans & Operations (BPO) Directorate and is matrixed to the Management Services and Operations (MS&O) Directorate within the National Reconnaissance Office (NRO). The Budget Analyst will be assigned as the ADF-South West Budget Lead to support MS&O and Mission Operations Directorates (MOD); two complex organizations responsible for NRO satellite operations and worldwide facility operations. The officer will lead a team of one government and two contractor employees. The officer's responsibilities will cover a wide range of multi-disciplinary activities within financial management to include analysis of financial reports, execution of current year budgets, coordination of funding actions, development of inputs to the Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB), entering and validating program financial data in various tools, and preparation of financial briefings for management. The officer is integral to support the full range of budget formulation, resource management, and financial oversight activities that support ADF-SW's charter to address a wide range of strategic priorities with a broad suite of capabilities. The incumbent will interact with mid and senior level leaders throughout government and in private industry and will work in close coordination and collaboration with PMs, COTRs and Business Plans and Operations (BPO) staff. The incumbent will be responsible for oversight of the funds including the efficient, effective and proper financial resource management of multiple highly complex MOD and MS&O programs and acquisitions. The position includes oversight duties of contractor personnel. Some travel to CONUS locations may be required. Requirements

• You must be a U.S. Citizen

• Federal government employees MUST currently be at the grade level or higher as indicated in this announcement.
• Federal government employees MUST currently be at the GG-13 or GG-14 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.
• All new DCIPS employees will be required to serve a 2-year trial period.

Nice To Haves

• Highly desired: a Bachelor’s Degree in a related occupation (business, finance, etc.).
• Experience with the federal budget process such as budget execution/budget formulation, and justification that demonstrates knowledge of commonly used budget methods, processes, procedures, and regulations.
• Experience using financial databases and systems, and spreadsheets to accomplish budget-related tasks.
• Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.

Responsibilities

• Directs a program or major program segment with significant resources.
• Exercises overall supervision over the establishment and management of a Directorate’s/Office’s position structure which will best serve mission needs by providing the optimum balance between such elements as economy, efficiency, skills utilization, employee motivation and employee development.
• Makes decisions on work problems presented by subordinate supervisors.
• Evaluates work performance of subordinates, interviews candidates for positions, and recommends appointments, promotions, or reassignments.
• Makes decision on non-routine, costly and/or controversial training needs and training requests related to employees in the unit.
• Reviews and assesses costs and schedules performance for all assigned programs. Assessments are generated using performance management tools and techniques such as earned value management, cost performance reports and contract funds status reports.
• Participates in Senior Review Boards, Engineering Review Boards, Integrated Baseline Reviews, Joint Surveillance Reviews and Budget Reviews with other government agencies as required.
• Addresses and resolves Program Office requirements, serving as liaison for budget issues between program management, Business Plans and Operations and other financial entities.
