About The Position

The Lead Benefits Specialist at Clear Creek ISD is responsible for overseeing the efficient operation of the employee benefits office, interfacing with benefit providers, and administering benefits for all eligible employees. This role supports the Business Services office and contributes to the overall mission and strategic plan of the district by providing leadership and guidance to Benefits Specialists, ensuring compliance with benefits laws and regulations, and enhancing departmental knowledge through training and communication.

Requirements

  • High school diploma or GED required.
  • Minimum of 5 years of general office experience required.
  • Minimum of 5 years of strong health benefits or workers' compensation experience preferred.
  • Strong communication and interpersonal skills.
  • Excellent organizational skills.
  • Demonstrated knowledge of computer software to create and maintain files and databases.
  • Knowledge of benefits laws and regulations.
  • Knowledge of bookkeeping/accounting and payroll procedures.
  • Ability to be tactful and empathetic with employees.
  • Ability to maintain strict confidentiality.
  • Ability to work independently with minimal supervision.

  • Experience with databases and accounting software.
  • Familiarity with employee benefits administration.

Responsibilities

  • Facilitate the efficient operation of the employee benefits office.
  • Interface with all benefit providers and administer benefits for eligible CCISD employees.
  • Support Benefits Specialists in all aspects of their position.
  • Provide leadership and guidance to Benefits Specialists in processing benefit change requests, new enrollments, and terminations of coverage.
  • Research benefit plans and train department members on benefits.
  • Create and update new hire benefits training presentations.
  • Coordinate Open Enrollment communication and assist with creating the Benefits Guide.
  • Coordinate the annual Benefits Committee Meeting with campus representatives.
  • Serve as contact for district employees regarding Cafeteria Plan regulations, COBRA, HIPAA, and worker's compensation.
  • Respond to employee inquiries on various aspects of the District's medical, dental, vision, and other supplemental plans.
  • Track employee benefit elections and calculate deduction amounts for payroll records.
  • Maintain and update the eligibility database, including effective, change, and termination dates.
  • Notify the COBRA vendor of employees needing initial COBRA notice and qualifying event letters.
  • Produce Certificates of Coverage as needed and process eligibility error reports.
  • Work with insurance companies to troubleshoot and resolve issues and complaints by employees.
  • Reconcile list bills as needed and present benefit information at new hire orientation meetings.
  • Stay up-to-date professionally by selecting quality staff development opportunities for personal growth.
  • Demonstrate integrity and ethics while maintaining punctuality and meeting deadlines.
