Requirements

• A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.

• Incumbent is required to operate a government motor vehicle, must possess a valid driver's license, and have a safe driving record within the 4 year period immediately preceding submittal of GSA Form 3607.

• Drug Testing. This position is subject to both pre-employment and random drug testing as a condition of employment. Applicants will not be appointed to the position if a verified positive drug test is received.

• GS-12 To qualify at the GS-12 level you must have one year of specialized experience equivalent to the GS-11 grade level performing the following law enforcement duties: 1) Investigation, apprehending, arresting, detecting, or prosecuting of persons violating applicable laws, rules, and regulations. 2) Providing training in law enforcement skills, techniques, and practices to prevent and/or detect illegal activities. 3) Planning, directing, implementing, evaluating, and coordinating functions of a Law Enforcement Program. 4) Serving as technical advisor to team leaders in the daily operations of their assigned functional areas.
• FIREARMS REQUIREMENT: This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. An applicant whose background includes any of the following will be ineligible for consideration: 1) convicted of a crime punishable by imprisonment exceeding one year; 2) has any outstanding warrants or is a fugitive from justice; 3) unlawful user of or addicted to any controlled substance; 4) adjudicated as a mental defective or has been committed to a mental institution; 5) illegally or unlawfully in the United States; 6) renounced U. S. citizenship; 7) subject to a court-ordered restraining order from harassing, stalking, or threatening an intimate partner or child; or 8) convicted of a misdemeanor crime of domestic violence.
• PHYSICAL DEMANDS: Duties involve performing physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Working conditions may be dangerous and pose the potential risk of loss of life or serious injury to the Incumbent. Dangerous persons, many of whom are known to be combative and carry weapons, must be physically confronted, subdued, and apprehended, sometimes with no backup, far from assistance or help. Prisoners must be kept under physical restraint during transport and processing. Incumbent must be capable of engaging in maximum physical exertion without warning, pursuing perpetrators on foot, or responding to life threatening emergencies. Incumbent must possess sufficient aerobic capacity and muscular strength to subdue perpetrators or participate in sustained emergency or rescue efforts. Criminal investigations often must be conducted without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition. Long hours conducting surveillance, investigations, apprehension, transport of prisoners, etc. are required of the incumbent. Carrying heavy objects and traversing long distances over difficult or hazardous terrain in extreme weather conditions are normal requirements for the position. Incumbent is required to participate in the mandatory Bureau's physical fitness program that equips the incumbent for performance in all physical aspects of the position. There is a high-stress component to much of the incumbent's work assignment.
• MAXIMUM ENTRY AGE LIMIT: The maximum entry-age for this position shall not exceed age 37, unless you have sufficient prior Federal civilian law enforcement [or firefighter, if applicable] experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in the loss of eligibility to receive a waiver of the maximum entry age requirement. If you have an approved age waiver, please submit that with your application.
• NOTE: If you have previous law enforcement (LE) Federal experience, you must enter the number of MONTHS when you respond to the questionnaire. For example, if you have 5 years of Federal LE experience, you must enter 60 months, 4 years would be 48 months, etc. Otherwise, the system may screen you out.
• All qualification requirements must be met by the closing date of this announcement.
• Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

Responsibilities

• Performing law enforcement duties including investigation, apprehension, arrest, detention, or prosecution of persons violating applicable laws, rules, and regulations.
• Conducting investigations of a number of complex and varied matters in a wide range of location, involving both geographically isolated and densely populated areas that involve locating, securing, and protecting crime scenes.
• Collecting and/or seizing evidence, including correspondence, maps, historical information, exhibits, and photographs; then preserving and protecting it, and properly disposing of it upon completion of cases.
• Controlling vehicular traffic and investigating traffic offenses and accidents involving operating under the influence of alcohol or drugs, fatalities, injuries, or property damage.
• Testifying and presenting evidence to grand juries in cases involving felony violations.
• Applying for and executing search and arrest warrants.
• Performing surveillance of sites and suspects, often for extended periods of time, to obtain evidence, establish probable cause, or to link multiple suspects and events to probable criminal activity.
• Serving as a technical specialist for the prosecution of cases in U.S. Magistrate Court, State, and local courts.
• Familiarizing other law enforcement personnel with Federal and State laws governing applicable laws and provides training in law enforcement skills, techniques, and practices to prevent and/or detect illegal activities.
• Conducting analyses to assess the existing level and type of resources devoted to the program, including the development and compilation of evaluation reports with recommendations on improvements.
• Representing the BIA OJS in all technical phases of law enforcement in the Agency's relations with Tribal and BIA officials, other Federal agencies, and state/local governments.
• Assisting in maintaining liaison with a variety of organizations within the BIA, and outside law enforcement agencies.
• Provide technical and supervisory responsibilities to plan, direct, implement, evaluate, and coordinate the functions of the Law Enforcement Program.
